RESOLUTION NO. 2020-0472 (Sponsored by: Honorable Sam Tyra F. Co) "A RESOLUTION AUTHORIZING HONORABLE CITY MAYOR SAMUEL S. CO TO ENTER, FOR AND IN BEHALF OF THE CITY GOVERNMENT OF PAGADIAN, INTO A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD), THROUGH ITS REGIONAL OFFICE IX, WITH REFERENCE TO THE IMPLEMENTATION OF THE SOCIAL AMELIORATION PROGRAMS INCLUDING ASSISTANCE TO INDIVIDUALS IN CRISIS SITUATION (AICS), SOCIAL PENSION FOR INDIGENT SENIOR CITIZENS (SOCPEN) AND THE DISTRIBUTION OF FOOD AND NON-FOOD ITEMS IN THE CITY OF PAGADIAN" WHEREAS, pursuant to Republic Act No. 11469, otherwise known as the "Bayanihan to Heal as One Act of 2020" and the issuance of DSWD-DOLE-DTI-DA-DOF-DBM Joint Memorandum Circular No. 1, series of 2020 or the "Special Guidelines on the Provision of Social Amelioration Measures," the Department of Social Welfare and Development Office (DSWD) is mandated to provide emergency subsidy to low-income households through social amelioration programs and to ensure the provision of Assistance to Individuals in Crisis Situation (AICS) and augmentation of Food and Non-Food Items (FNI) to include the continuation for the payout of Social Pension for Indigent Senior Citizens, among others; WHEREAS, consistent with foregoing mandate, the Department of Social Welfare and Development (DSWD), through its Regional Office IX, and the City Government of Pagadian have agreed to concertedly pursue the implementation of such program for the benefit of the city's constituents aside from mitigating the economic impact to those poor, vulnerable and disadvantaged individuals and families in the City of Pagadian; WHEREAS, in an effort to hasten the application of the same, there is thus a need for the formal forging of a Memorandum of Agreement where the duties and responsibilities of both parties have been specified, for which a request has been sought by the Honorable City Mayor that he be accorded the necessary authority to enter into such deed, which request merited the support and concurrence of this august body; NOW, THEREFORE, on seconded motion of Honorable Sam Tyra F. Co, be it RESOLVED to authorize, as this body hereby authorizes Honorable City Mayor Samuel S. Co to enter, for and in behalf of the City Government of Pagadian, into a Memorandum of Agreement with the Department of Social Welfare and Development (DSWD), through its Regional Office IX, with reference to the implementation of the Social Amelioration Programs including Assistance to Individuals in Crisis Situation (AICS), Social Pension for Indigent Senior Citizens (SOCPEN) and the distribution of Food and Non-Food Items in the City of Pagadian. RESOLVED FURTHER, to let copies of this Resolution be furnished His Honor, City Mayor Samuel S. Co, for his immediate favorable consideration; to the City Legal Officer; and OIC-Regional Director Fatima S. Caminan, DSWD, Regional Office 9, 09 Gen.
