RESOLUTION NO. 2020-0459 (Sponsored by: Honorable Troy B. Asugas) "A RESOLUTION REQUESTING THE HONORABLE ADMINISTRATOR OF THE NATIONAL FOOD AUTHORITY THROUGH ITS REGIONAL MANAGER TO FAST-TRACK/SPEED UP THE PROCESSING AND/OR APPROVAL OF THE NECESSARY DOCUMENTARY REQUIREMENTS THAT WILL PROVIDE AUTHORITY TO ITS REGIONAL AND PROVINCIAL FIELD OFFICES TO CONTRACT WITH ANY AND ALL QUALIFIED LOCAL RICE MILLERS PURPOSELY TO EFFECT THE MILLING OF ANY AVAILABLE UNMILLED RICE STOCKED AT THEIR WAREHOUSES" WHEREAS, following the information provided by the NFA-Zamboanga del Sur Field Office through its Manager that currently there is no more milled rice available for disposition as the total rice inventory from their warehouses are already obligated and due for delivery particularly to the Provincial Government of Zamboanga del Sur, the City Government of Pagadian, the municipalities of Tabina, Lakewood and Guipos, all in the Province of Zamboanga del Sur; WHEREAS, further information disclosed that a total of 260,865 sacks of first and second class unmilled rice are stocked in their warehouse which could not yet be milled due to lack of the necessary documentary requirements from the NFA-Central Office that will authorize the local field office to engage with the qualified local rice millers to undertake the milling of such unmilled rice; WHEREAS, finding importance and urgency of having a buffer supply of milled rice to cushion the uncertainties of the residents to have readily available low cost rice in the market, this august body finds cogent reason to appeal to the NFA Administrator to speed up the process and approval, hence, this request; NOW, THEREFORE, on seconded motion of Honorable Troy B. Asugas, be it RESOLVED to request, as this body hereby requests the Honorable Administrator of the National Food Authority through its Regional Manager to fast-track/speed up the processing and/or approval of the necessary documentary requirements that will provide authority to its regional and provincial field offices to contract with any and all qualified local rice millers purposely to effect the milling of the available unmilled rice stocked at their warehouses. RESOLVED FURTHER, to let copies of this Resolution be forwarded to Honorable Administrator Judy Carol L. Dansal, National Food Authority, Visayas Avenue, Barangay Vasra, Diliman, Quezon City, through its Regional Manager, for their information and immediate favorable action; to the Head-Zamboanga del Sur Provincial Field Office, National Food Authority; and to His Honor, City Mayor Samuel S.
