RESOLUTION NO. 2020-0458 (Sponsored by: Honorable Fernando Y. Pameron) "A RESOLUTION EARNESTLY REQUESTING THE HONORABLE ADMINISTRATOR OF THE NATIONAL FOOD AUTHORITY THROUGH ITS REGIONAL MANAGER TO FAST-TRACK/SPEED UP THE PROCUREMENT OF EMPTY SACKS FOR USE OF THE NFA-ZAMBOANGA DEL SUR PROVINCIAL FIELD OFFICE, WITH A FURTHER RECOMMENDATION TO PERMIT OR ALLOW, IF NECESSARY, THE PROCUREMENT OF THE SAME THROUGH ANY AVAILABLE SUPPLIER FROM THE LOCALITY PROVIDED THAT THE STANDARD REQUIREMENT SET BY THE NFA SHALL HAVE BEEN COMPLIED WITH" WHEREAS, as the nation is now beset with this corona virus disease (COVID-19) pandemic, the City Government of Pagadian, in response thereto, had implemented the Enhanced Community Quarantine as a measure to contain, if not prevent, the spread of such deadly disease in the city and, accordingly, is bent to provide and/or distribute basic needs and other staple foods to help mitigate the burden of those less fortunate and most vulnerable residents as well as those who lost their jobs/employment due to the implementation of the Enhanced Community Quarantine; WHEREAS, in pursuing such initiative, the City Government expressed its desire and intention to utilize the resources from the National Food Authority through its Provincial Field Office in the city with regard to the provision of rice for the reason that it is more economical and low-priced; WHEREAS, in relation thereto, the National Food Authority-Zamboanga del Sur Provincial Field Office disclosed that-although the inventory of rice supply in their warehouse had already been exhausted-they still have a lot of unmilled rice which are due for milling but lack the prescribed empty sacks, such that requesting the NFA-Central Office to fast-track the procurement or allow/permit their Provincial Office to purchase the same through any available supplier in the locality provided that it shall meet the standard requirement set by the NFA is most appropriate at this prevailing circumstance; NOW, THEREFORE, on seconded motion of Honorable Fernando Y. Pameron, be it RESOLVED to earnestly request, as it is hereby earnestly requested the Honorable Administrator of the National Food Authority through its Regional Manager to fast-track/speed up the procurement of empty sacks for use of their Provincial Field Office, with a further recommendation to permit or allow, if necessary, the procurement of the same through any available supplier from the locality provided that the standard requirement set by the NFA shall have been complied with. RESOLVED FURTHER, to let copies of this Resolution be forwarded to Honorable Administrator Judy Carol L. Dansal, National Food Authority, Visayas Avenue, Barangay Vasra, Diliman, Quezon City, through its Regional Manager, for their information and immediate favorable action; to the Head-Zamboanga del Sur Provincial Field Office, National Food Authority; and to His Honor, City Mayor Samuel S.
