RESOLUTION NO. 2020-0451 (Sponsor: Committee on Agriculture, Fishery and Agrarian Reform) "A RESOLUTION RECOMMENDING TO THE HONORABLE CITY MAYOR TO DIRECT THE CITY AGRICULTURIST, IN COLLABORATION WITH THE PAGADIAN CITY OFFICES OF THE MARITIME POLICE, PHILIPPINE COASTGUARD AND THE BUREAU OF FISHERIES AND AQUATIC RESOURCES TO STRICTLY PROHIBIT ALL COMMERCIAL FISHING VESSELS FROM UNDERTAKING FISHING ACTIVITIES WITHIN THE MUNICIPAL WATERS OF PAGADIAN CITY" WHEREAS, fishermen living along the coastal barangays of the city brought to the attention of this august body the information on the proliferation of illegal fishing activities by unscrupulous commercial fishing vessels using fishing net or gears/devices not prescribed by pertinent national and local fishery laws; WHEREAS, Section 18 of Republic Act No. 8550, otherwise known as the "Fisheries Code of 1998, provides that it shall be prohibited for all commercial fishing vessels to operate fishing activities within the municipal waters of the Local Government Units; WHEREAS, in view of the foregoing provision and, finding importance and urgency of the issue, this body deems it necessary to direct the City Agriculturist and in support and active involvement of all concerned national government agencies whose functions and responsibilities, more or less, involve the enforcement of fishery laws and the protection, conservation and preservation of the marine habitat to strictly enforce the foregoing prohibition; NOW, THEREFORE, on seconded motion of Honorable Ronald Christopher Glenn L. Ariosa, be it RESOLVED to recommend, as this body hereby recommends to the Honorable City Mayor to direct the City Agriculturist, in collaboration with the Pagadian City Offices of the Maritime Police, Philippine Coastguard and the Bureau of Fisheries and Aquatic Resources to strictly prohibit all commercial fishing vessels from undertaking fishing activities within the municipal waters of Pagadian City. RESOLVED, FURTHER, to let copies of this Resolution His Honor City Mayor Samuel S. Co, for his consideration and favorable action; to Ms. Annie C. Tenorio, City Agriculturist; the Head - Maritime Police; the Head - Philippine Coastguard; and the Head - Bureau of Fisheries and Aquatic Resources, all of this city, for their information, guidance and/or appropriate action.
