RESOLUTION NO. 2020-0441 (Sponsor: Honorable Arnold R. Gavenia) "A RESOLUTION AUTHORIZING HONORABLE CITY MAYOR SAMUEL S. CO TO PURCHASE VARIOUS MEDICAL SUPPLIES AND PERSONAL PROTECTIVE EQUIPMENT, OUT OF THE AVAILABLE FUND SOURCES OF THE CITY GOVERNMENT OF PAGADIAN, FOR THE EXCLUSIVE USE TO CONTAIN, IF NOT PREVENT, THE SPREAD OF THE NOVEL CORONA VIRUS DISEASE (COVID-19) IN THE CITY OF PAGADIAN" WHEREAS, on March 8, 2020, His Excellency, President Rodrigo R. Duterte issued Proclamation No. 922, which, in gist, declared a state of public health emergency throughout the Philippines, due to an outbreak of the Novel Corona Virus Disease (COVID-19) which threatens national security and requires a whole-of-government response aligned with the Four-Door Framework for COVID-19 of the Department of Health (DOH); WHEREAS, in line with the foregoing declaration, the Department of the Interior and Local Government (DILG) issued Memorandum Circular directing all Local Government Units (LGU) to create and convene their respective Corona Virus Task Force who shall have the duties and responsibilities to address the COVID-19 threat including, but not limited to, mandatory reporting, intensify government response and measure and enforce quarantine and disease control prevention measures; WHEREAS, given the foregoing mandate, this body, in order to effectively and efficiently curb, if not preclude, the spread of such disease in the city, and following the recommendation of the City Disaster Risk Reduction and Management Council (CDRRMC), deems it urgently necessary to purchase various medical supplies and personal protective equipment for use to combat the COVID-19 disease, hence, authorizing the Honorable City Mayor for the purpose is most appropriate at this prevailing circumstance; NOW, THEREFORE, on seconded motion of Honorable Arnold R. Gavenia, be it RESOLVED to authorize, as this body hereby authorizes Honorable City Mayor Samuel S. Co to purchase various medical supplies and personal protective equipment, out of the available fund sources of the City Government of Pagadian, for the exclusive use to contain, if not prevent, the spread of the Novel Corona Virus Disease (COVID-19) in the City of Pagadian, as enumerated hereunder, to wit: Thermal Scanner 10.
