RESOLUTION NO. 2020-0440 (Sponsor: Honorable Fernando Y. Pameron) "A RESOLUTION EARNESTLY REQUESTING THE HONORABLE SECRETARY OF THE DEPARTMENT OF FINANCE, THROUGH HONORABLE CITY MAYOR SAMUEL S. CO, TO FAVORABLY CONSIDER THE EXTENSION OF THE DEADLINE FOR THE FILING OF INCOME TAX RETURN (ITR) IN VIEW OF THE THREAT OF THE CORONA VIRUS DISEASE (COVID-19) IN THE COUNTRY" WHEREAS, following the declaration of the World Health Organization (WHO) that COVID-19 is now pandemic, the President of the Republic of the Philippines, in an effort to contain, if not prevent, the rapid spread of such disease in the country, had placed the entire Luzon mainland under "Enhanced Community Quarantine" as well as declared the entire country in a state of calamity for six (6) months; WHEREAS, in relation thereto, the different Local Government Units in the Visayas and Mindanao have individually placed their respective areas of jurisdiction under community quarantine as a preemptive measure which have, in effect, resulted to the closure of some businesses that led to the displacement of their employees and consequently, it has severely affected all people regardless of their status of living as the socio-economic situation of the country has plummeted; WHEREAS, in view of the seriousness of the situation, and considering the predicament presently experienced by our countrymen, this body joins all concerned sectors in appealing to the Department of Finance and the Bureau of Internal Revenue to favorably consider the extension of the deadline for the filing of Income Tax Return (ITR) from the scheduled April 15, 2020 to a later date so as not to overstrain or overburden the people-this is, of course, aside from adhering and complying with the directives from no less than the President of the Republic of the Philippine to practice proper social distancing to curb the spread of the COVID-19 disease; WHEREAS, as the popular saying states that, "an extra-ordinary situation requires an extra-ordinary measure," hence, in this time of quandary and uncertainty where the citizenry is dependent and reliant on the government, it is therefore imperative for the officials of the government to institute all necessary measures not only to protect the safety and security of all but also to provide provisional relief to the individual's obligation including tax obligation; NOW, THEREFORE, on seconded motion of Honorable Fernando Y. Pameron, be it RESOLVED to earnestly request, as it is hereby earnestly requested the Honorable Secretary of the Department of Finance, through Honorable City Mayor Samuel S. Co, to favorably consider the extension of the deadline for the filing of the Income Tax Return (ITR) in view of the threat of the Novel Corona Virus Disease (COVID-19) in the country. RESOLVED FURTHER, to let copies of this Resolution be forwarded to Honorable Secretary Carlos Q. Dominguez III, Department of Finance, DOF Building, BSP Complex, Roxas Boulevard, 1004, Metro Manila, for his immediate favorable and appropriate action; to Commissioner Caesar R. Dulay, Bureau of Internal Revenue, BIR Road, Diliman, Quezon City, for information, guidance and/or appropriate action; and to His Honor, City Mayor Samuel S.
