Pameron) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO ENJOIN ALL BARANGAY GOVERNMENT UNITS OF PAGADIAN CITY TO STRICTLY ADHERE AND COMPLY WITH MEMORANDUM CIRCULAR NO. 2019-177, DATED 17 OCTOBER 2019, ISSUED BY THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG), WHICH PROVIDES FOR THE GUIDELINES IN THE INTEGRATION OF THE ISSUANCES OF BARANGAY CLEARANCE IN THE PERMITTING PROCESSES OF CITIES AND MUNICIPALITIES PURSUANT TO SUB-PARAGRAPH (f), SECTION 11 OF REPUBLIC ACT NO. 11032" WHEREAS, Sub-Paragraph (f), Section 11 of Republic Act No. 11032 otherwise known as the "Ease of Doing Business and Efficient Government Service Delivery Act of 2018" mandates that barangay clearances and permits related to doing business shall be applied, issued and collected at the city/municipality in accordance with the prescribed processing time of the foregoing Act, provided that the share in the collection shall be remitted to the respective barangay concerned; WHEREAS, in relation thereto, the Department of the Interior and Local Government (DILG) issued Memorandum Circular No. 2019-177, dated October 17, 2019, which provides for the guidelines in the integration of the issuances of Barangay Clearance in the permitting processes of Cities and Municipalities; WHEREAS, to ensure the effective and efficient implementation of the foregoing mandate, this body finds cogent reason to enjoin all Barangay Government Units to come up with appropriate legislation that shall grant authority to the City Government to issue barangay clearance/permit in relation to the application for business related transaction and to collect the corresponding fees thereof subject to the remittance of the afore-cited fees to the concerned barangay, thus this request; NOW, THEREFORE, on seconded motion of Honorable Fernando Y. Pameron, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to enjoin all Barangay Government Units of Pagadian City to strictly adhere and comply with Memorandum Circular No. 2019-177, dated 17 October 2019, issued by the Department of the Interior and Local Government (DILG), which provides for the guidelines in the integration of the issuances of barangay clearance in the permitting processes of cities and municipalities pursuant to Sub-Paragraph (f), Section 11 of Republic Act No. 11032. RESOLVED, FURTHER, to let a copy of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his information and immediate favorable consideration. APPROVED UNANIMOUSLY.
