RESOLUTION NO. 2020-0368

"A RESOLUTION EARNESTLY REQUESTING P/LT. GEN. RICARDO F. DE LEON (RET.), PRESIDENT, PHILIPPINE PUBLIC SAFETY COLLEGE, TO FAVORABLY CONSIDER THE IMMEDIATE TRANSFER OF THE NATIONAL POLICE COLLEGE-ZAMBOANGA CAMPUS FROM ZAMBOANGA CITY TO PAGADIAN CITY MORE PARTICULARLY AT THE AREA PREVIOUSLY UTILIZED AS THE PNP TRAINING FACILITY AT BARANGAY BALINTAWAK, THIS CITY" 

WHEREAS, information revealed that Republic Act No. 11279 provides for the transfer of the Philippine National Police Academy (PNPA) and the National Police Training Institute (NPTI) from the Philippine Public Safety College (PPSC) to the Philippine National Police (PNP), and pursuant to Section 35-A thereof, the mandatory and leadership trainings for all police non-commissioned officers (PNCO) shall be handled by the NPTI through the National Police College;

WHEREAS, by virtue of such Act, the National Police College-Zamboanga Campus was established and is now temporarily utilizing the PNP-Regional Training Center 9 at Pasonanca, Zamboanga City as its campus training center, which present site/location is observably unfavorable and disadvantageous to those aspiring police officers coming from the City of Pagadian, in particular, and the Province of Zamboanga del Sur, in general, to include those neighboring provinces and cities in this part of the region, who would like to undergo such trainings but are somewhat restrained due to its distance; 

WHEREAS, further information disclosed that the management of the National Police College-Zamboanga Campus has strongly recommended the transfer of the said campus from Zamboanga City to Pagadian City due to the following reasons, to wit: 

The identified area or site in Pagadian City where the proposed National Police College-Zamboanga Campus shall be established is more ideal as it was previously utilized as the PNP Training facility, and it is conducive for learning due to its elevated location which is beside the lake of the Zamboanga Peninsula;
The land area or site for the proposed National Police College-Zamboanga Campus in Pagadian City is more than appropriate for use as a training center and has ready-to-use buildings and other facilities appropriate for office and school campus which could accommodate trainings not only for police non-commissioned officers but also commissioned officers from the tri-bureaus (Philippine National Police, Bureau of Jail Management and Penology & Bureau of Fire Protection) to include the Philippine Coast Guard (PCG); and
Pagadian City-being the Regional Center of Western Mindanao-is geographically situated at the center which could cater officers from Region 10 and the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) specifically from the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-tawi as well as the City of Cotabato. 

WHEREAS, premises considered, the continued operation of the National Police College-Zamboanga College in Zamboanga City is perceived to be contrary to the interest of public service, hence, the intercession of the P/Lt. Gen. Ricardo F. De Leon for the immediate transfer of the National Police College-Zamboanga Campus to Pagadian City is most requested with the assurance that the City Government will readily provide additional structures and other facilities necessary for its use as training facility;

 NOW, THEREFORE, on seconded motion of Honorable Vincenzo E. Cagampang, be it

RESOLVED to earnestly request, as this body hereby earnestly requests P/Lt. Gen. Ricardo F. De Leon (Ret.), President, Philippine Public Safety College, to favorably consider the immediate transfer of the National Police College-Zamboanga Campus from Zamboanga City to Pagadian City, more particularly at the area previously utilized as the PNP Training Facility at Barangay Balintawak, this city.
 
RESOLVED, FURTHER, that copies of this Resolution be transmitted to the P/Lt. Gen. Ricardo F. De Leon, (Ret.)-President, Philippine Public Safety College (PPSC), Lot 2, MWSS Compound, Katipunan Ave., Corner Ayala Heights, Old Balara, Quezon City, for information and immediate favorable consideration; to Police General Archie Francisco F. Gamboa, PNP Chief, Camp Crame, Quezon City; to the Regional Director-PNP, Regional Office IX; to P/Lt. Col. Rodrigo E. Hernandez, Jr.; and to the Honorable City Mayor, this City, for their information, support and follow-up.
