RESOLUTION NO. 2019-0307 (Sponsor: Committee on Good Government, Ethics and Civil Service) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR, THIS CITY, TO CREATE AND CONSTITUTE THE CITY PERFORMANCE MANAGEMENT TEAM THAT SHALL BE TASKED TO FORMULATE AND DEVELOP POLICIES, GUIDELINES AND TOOLS SO AS TO ENSURE THAT THE PERFORMANCE MANAGEMENT PROCESSES ARE BEING COMPLIED WITH AND ADHERED TO BY ALL OFFICIALS AND EMPLOYEES OF THE CITY GOVERNMENT OF PAGADIAN" WHEREAS, the Department of Budget and Management (DBM) issued Memorandum Circular No. 2019-01, dated 21 November 2019, which provides for the guidelines on the grant of the Performance-Based Bonus for officials and employees of Local Government Units for Fiscal Year 2019 WHEREAS, based on the foregoing Memorandum Circular, the City Government of Pagadian has failed to meet and satisfy the conditions specified thereat more particularly on the provision for a fully-functional Strategic Performance Management System (SPMS) as approved and certified by the Civil Service Commission (CSC) as well as the sustained compliance with Audit Findings; WHEREAS, for this purpose, the body through the Committee on Good Government, Ethics and Civil Service, to which the matter was initially referred, deems it appropriate for the City Government to create and constitute a Local Performance Management Team who shall lead in the formulation and development of policies, guidelines and tools that will ascertain the performance management processes are being complied with and observed to by all officials and employees of the City Government, thus this request; NOW, THEREFORE, on seconded motion of Honorable Vincenzo E. Cagampang, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor, this City, to create and constitute the City Performance Management Team that shall be tasked to formulate and develop policies, guidelines and tools so as to ensure that the performance management processes are being complied with and adhered to by all officials and employees of the City Government of Pagadian. RESOLVED FURTHER, to let a copy of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co, for his consideration and favorable action. APPROVED UNANIMOUSLY.
