RESOLUTION NO. 2019-0273 (Sponsor: Committee on Education, Science, Technology and Accreditation of NGO's and PO's) "A RESOLUTION DENYING THE REQUEST OF THE HONORABLE CITY MAYOR FOR AUTHORITY TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE UNIVERSITY OF THE PHILIPPINES (UP) WITH REFERENCE TO THE IMPLEMENTATION OF THE COMMUNITY HEALTH INFORMATION TRACKING SYSTEM (CHITS)-ELECTRONIC MEDICAL RECORD (EMR) SYSTEM" WHEREAS, the Honorable City Mayor, in a letter dated 14 October 2019, sought authority from this august body to enter and sign, for and in behalf of the City of Pagadian, the Memorandum of Agreement with the University of the Philippines with reference to the implementation of the Community Health Information Tracking System (CHITS)-Electronic Medical Record (EMR) System; WHEREAS, the Committee on Education, Science, Technology and Accreditation of NGO's and PO's-to which the foregoing matter was referred for initial evaluation and consideration-recommended in its Committee Report No. 102 the denial of such request after taking due cognizance of the provision of the submitted draft Memorandum of Agreement that the City Government shall be required to appropriate the amount of P100,000.00 per quarter for payment of the services rendered due to unavailability of funds; WHEREAS, this body supports the position of the Committee, hence, its denial is in order; NOW, THEREFORE, on seconded motion of Honorable Vincenzo E. Cagampang, be it RESOLVED to deny, as this body hereby denies the request of the Honorable City Mayor for authority to enter into a Memorandum of Agreement with the University of the Philippines (UP) with reference to the implementation of the Community Health Information Tracking System (CHITS)-Electronic Medical Record (EMR) System. RESOLVED FURTHER, to let copies of this Resolution be transmitted to His Honor, City Mayor Samuel S. Co and to the University of the Philippines; and others concerned, for their information, guidance and reference. APPROVED UNANIMOUSLY.
