RESOLUTION NO. 2019-0266 (Co-Sponsors: Committee on Barangay Affairs and Committee on Ways and Means) "A RESOLUTION ADVISING THE 54 BARANGAY GOVERNMENT UNITS OF THE CITY OF PAGADIAN, THROUGH THE HONORABLE CITY MAYOR, TO FORMULATE A UNIFIED ORDINANCE THAT SHALL PRESCRIBE THE GUIDELINES IN THE INTEGRATION OF THE ISSUANCE OF BARANGAY CLEARANCE IN THE PERMITTING PROCESSES OF THE CITY GOVERNMENT OF PAGADIAN, AS MANDATED UNDER DILG MEMORANDUM CIRCULAR NO. 2019-077, DATED 17 OCTOBER 2019" WHEREAS, pursuant to Section 11, Paragraph (f) of Republic Act 11032 otherwise known as the "Ease of Doing Business Act," the Department of the Interior and Local Government (DILG) issued Memorandum Circular No. 2019-077, dated 17 October 2019, which, in gist, provides the guidelines for the integration of the issuance of barangay clearances and permits related to doing business where it shall be applied, issued and collected at the city government provided that the share in the collections shall be remitted to the respective barangays concerned; WHEREAS, the issuance of the foregoing Order was anchored and in support of the 0+10 socio-economic agenda of His Excellency President, Rodrigo R. Duterte, which promotes and strengthen competitiveness and ease of doing business with the end in view of encouraging and persuading both foreign and local businessmen to invest in the country; WHEREAS, with the present administration's determination and motivation to transform the city as the business hub of the Zamboanga Peninsula Region, this body, in support of the favorable recommendation of the concerned Committees, to which the said matter was referred for initial study, deems it imperatively necessary to enjoin the 54 Barangay Government Units of the city to come up with a unified Ordinance for the purpose in pursuance to the mandate of Republic Act No. 11032; NOW, THEREFORE, on seconded motion of Honorable Fernando Y. Pameron, be it RESOLVED to advise, as this body hereby advises the 54 Barangay Government Units of the City of Pagadian, through the Honorable City Mayor, to formulate a unified ordinance that shall prescribe the guidelines in the integration of the issuance of barangay clearance in the permitting processes of the City Government of Pagadian, as mandated under DILG Memorandum Circular No. 2019-077, dated 17 October 2019. RESOLVED FURTHER, to let copies of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co; and the 54 Barangay Government Units through their respective Barangay Punong Barangay, for their information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
