"A RESOLUTION EARNESTLY REQUESTING THE REGIONAL DIRECTOR, DEPARTMENT OF EDUCATION (DEPED)-REGIONAL OFFICE 9, THROUGH THE PAGADIAN CITY SCHOOLS DIVISION SUPERINTENDENT, TO FAVORABLY CONSIDER THE ESTABLISHMENT AND OPERATION OF A SECONDARY SCHOOL FOR CHILDREN WITH SPECIAL NEEDS IN PAGADIAN CITY"

WHEREAS, the General Parents-Teachers Association of the Tomas Sagun Elementary School, San Jose Heights, this City, through its President, MSgt. Romeo A. Cerilo, PA (Ret.), sought the intercession of the Sangguniang Panlungsod through the adoption of a legislative measure requesting the Regional Director of the Department of Education, Regional Office 9, to establish a Secondary School for Children with special needs in the city, more particularly at the Tomas Sagun Elementary School, San Jose District, this City;

WHEREAS, information disclosed that, at present, the Tomas Sagun Elementary School is the only elementary school in Pagadian City that provides education to all children with special needs and further information revealed that currently there are quite a considerable number of elementary pupils with special needs that are about to graduate this School Year 2019-2020;

WHEREAS, reality has it that there is no available educational institution in the city that has offered secondary education for students with special needs such as, but not limited, to the following: Intellectual Disability (ID), Learning Disability (LD), Hearing Impaired (HI), Down Syndrome (DS), Autism (A), and Mute & Deaf (MD) and other similarly situated;

WHEREAS, finding urgency and importance of the foregoing request on the aspect of providing access to free public secondary school education to those children with special needs, the body, in support to the favorable recommendation of the concerned Committees to which the foregoing matter was initially referred, deems it imperative to seek the favorable consideration of the Department of Education on this matter, hence this request;

NOW, THEREFORE, on seconded motion of Honorable Vincenzo E. Cagampang, be it

RESOLVED to earnestly request, as it is hereby earnestly requested the Regional Director, Department of Education (DEPED)-Regional Office 9, through the Pagadian City Schools Division Superintendent, to favorably consider the establishment and operation of a secondary school for children with special needs in Pagadian City.
RESOLVED, FURTHER, to let copies of this Resolution be transmitted to the Regional Director, Department of Education-Regional Office 9 through the City Schools Division Superintendent, Dr. Julieto H. Fernandez, for information and favorable action; to the Honorable City Mayor, and the General Parents-Teachers Association of Tomas Sagun Elementary School, through its President, MSgt. Romeo A. Cerilo, PA (Ret.), for their information, support and follow-up.
