RESOLUTION NO. 2019-0251 (Co-Sponsors: Committee on Planning and Landed Estates and Committee on Laws, Rules and Policy Formulation) "A RESOLUTION OFFICIALLY FORWARDING TO THE HONORABLE CITY MAYOR, FOR INFORMATION AND APPROPRIATE ACTION, THE UNNUMBERED MEMORANDUM, DATED 19 SEPTEMBER 2019, FROM THE OFFICER-IN-CHARGE, ASSISTANT REGIONAL DIRECTOR FOR TECHNICAL SERVICES-DEPARTMENT OF THE ENVIRONMENT AND NATURAL RESOURCES (DENR)-REGIONAL OFFICE IX, TO THE PROVINCIAL ENVIRONMENT AND NATURAL RESOURCES OFFICER (PENRO)-ZAMBOANGA DEL SUR PROVINCIAL OFFICE AND THE CITY ENVIRONMENT AND NATURAL RESOURCES OFFICER (CENRO), WITH REFERENCE TO SP RESOLUTIONS NOS. 2019-0098 AND 2019-0099" WHEREAS, the Sangguniang Panlungsod, during its 7th Regular Session held on August 28, 2019, adopted Resolution No. 2019-0098 which sought the Land Management Bureau-Department of Environment and Natural Resources (DENR), Regional Office 9, and the Department of Agriculture, Regional Office 9, to stop accepting, processing and approving any and all applications from private individuals, whether natural or juridical, for titling of lots/areas, including applications for foreshore lease agreement, along the coastal barangays of Pagadian City; and Resolution No. 2019-0099, which authorizes the Honorable City Mayor to apply, for and in behalf of the City Government of Pagadian, with the Department of Environment and Natural Resources (DENR) through the Land Management Bureau-DENR, Regional Office 9, for the titling and/or Foreshore Lease Agreement of all lots/areas fronting the shorelines of Pagadian City; WHEREAS, in response thereto, the Officer-In-Charge, Assistant Regional Director for Technical Services of the Department of Environment and Natural Resources (DENR), Regional Office 9, issued an unnumbered Memorandum, dated 19 September 2019, addressed to the Provincial Environment and Natural Resources Officer (PENRO), Zamboanga del Sur Provincial Office, and the City Environment and Natural Resources Officer (CENRO), both of this city, purposely to conduct a dialogue to the City Officials to clarify its position and thresh out all operational issues on the matter; WHEREAS, upon the recommendation of the concerned Committees-to which the foregoing matter was referred for initial evaluation and consideration-there is thus a need to officially inform the City Chief Executive of such memorandum for his information and appropriate action; NOW, THEREFORE, on seconded motion of Honorable Teodoro M. Quicoy, be it RESOLVED to officially forward, as this body hereby officially forwards to the Honorable City Mayor, for information and appropriate action, the unnumbered Memorandum, dated 19 September 2019, from the Officer-In-Charge, Assistant Regional Director for Technical Services-Department of the Environment and Natural Resources (DENR)-Regional Office IX, to the Provincial Environment and Natural Resources Officer (PENRO)-Zamboanga del Sur Provincial Office and the City Environment and Natural Resources Officer (CENRO), with reference to SP Resolutions Nos. 2019-0098 and 2019-0099. RESOLVED FURTHER, to let copies of this Resolution be transmitted to His Honor, City Mayor Samuel S. Co, for his information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
