RESOLUTION NO. 2019-0247 (By Acclamation) "A RESOLUTION EXPRESSING THE CITY GOVERNMENT'S VEHEMENT OBJECTION TO THE PROPOSED ESTABLISHMENT OF THE COOPERATIVE DEVELOPMENT AUTHORITY TRAINING CENTER FOR REGION IX IN ZAMBOANGA CITY, AND THEREBY, IN EFFECT, STRONGLY SUPPORTING RESOLUTION NO. 2019-01, SERIES OF 2019, OF THE LANAO ZAMBOANGA AND MISAMIS OCCIDENTAL COOPERATIVE NETWORK, INCORPORATED" WHEREAS, this august body is in receipt of Resolution No. 2019-01, series of 2019, from the Lanao Zamboanga and Misamis Occidental Cooperative Network, Incorporated, which, in gist, requested the Regional Development Council (RDC), Region IX, Zamboanga City, for the retention of the Cooperative Development Authority (CDA) Regional Office at Pagadian City, Zamboanga del Sur," for support; WHEREAS, along with such resolution, information disclosed that the Regional Development Council, Region IX, during its Economic Development Committee Meeting, held on 05 September 2019, has recommended the establishment of the proposed Cooperative Development Authority Training Center for Region 9 in Zamboanga City as, accordingly, under the new CDA charter it is now attached with the Department of Trade and Industry (DTI) which is, among the agencies exempted from the transfer of its regional office to Pagadian City; WHEREAS, information further revealed that with the pursuance and realization of the proposal the sixty-four (64) registered and functional cooperatives in the city their immediate access to technical assistance which, in effect, detrimental and prejudicial to the growth of the existing cooperatives in this part of the region of the benefits that might be derived out of the required trainings, seminars, and workshops to be given by the agency; WHEREAS, given the foregoing predicament, this body believes that the action of the Regional Development Council is contemptuous and a concerted maneuvering and/or tactic designed to defy the mandate expressed under Executive Order No. 429 as amended by Executive Order No. 36 which designated Pagadian City as the Regional Center for the Zamboanga Peninsula Region; WHEREAS, there is thus an imperative necessity to manifest the City Government's vehement opposition to the proposed establishment of the Cooperative Development Authority (CDA) Training Center for Region 9 in Zamboanga City; NOW, THEREFORE, on motion of all Council Members present, duly seconded, it was RESOLVED to express, as this body hereby expresses the City Government's vehement objection to the proposed establishment of the Cooperative Development Authority Training Center for Region IX in Zamboanga City, and thereby, in effect, strongly supporting Resolution No. 2019-01, series of 2019, of the Lanao Zamboanga and Misamis Occidental Cooperative Network, Incorporated. RESOLVED FURTHER, to let copies of this Resolution be furnished, the Regional Development Council, Region IX, through Honorable Phlorita A. Ridao, Zamboanga City, for immediate favorable consideration and appropriate action; His Honor, Governor Victor J. Yu, Province of Zamboanga del Sur; the Honorable Sangguniang Panlalawigan of Zamboanga del Sur through Honorable Vice Governor Roseller L. Ariosa; His Honor, City Mayor Samuel S. Co; and the Lanao Zamboanga and Misamis Occidental Cooperative Network, Incorporated through its Vice President, Mr. Loy M. Canales., for their information, guidance and support.
