RESOLUTION NO. 2019-0235 (Co-Sponsors: Committee on Finance and Appropriations and Committee on Ways and Means) "A RESOLUTION RECOMMENDING TO HIS HONOR, CITY MAYOR SAMUEL S. CO, TO DIRECT THE CITY ASSESSOR AND THE CITY TREASURER TO URGENTLY CONSIDER THE ADOPTION OF AN ELECTRONIC PROGRAM AND/OR OTHER INNOVATIVE/STRATEGIES TO ASCERTAIN EFFECTIVE TAX MAPPING AND ASSESSMENT OF REAL PROPERTIES IN THE CITY OF PAGADIAN WITH THE END IN VIEW OF IMPROVING TAX COLLECTION" WHEREAS, concern of the Audit Observation Memoranda (AOM) issued by the Commission on Audit (COA) relative to the risk of incurring cash overdraft at the end of the year due to the decrease in the collection of Real Property Taxes and the improper charges of shortage/overage of collections and payments from collectors and various payees to Other Receivables in violation of the sound management and fiscal administration laws, rules and regulations and the generally accepted accounting principles and practices affecting the accuracy, correctness and propriety of the transaction, cannot be understated; WHEREAS, following the recommendation of the Committee on Finance and Appropriations and Committee on Ways and Means, to which the foregoing concern was referred for preliminary evaluation, this body finds it in order to direct the concerned offices to consider the adoption of an electronic program and/or other innovative/strategies to help address the city government's deficiency in maintaining and keeping a sound fiscal management of its financial transaction and with the end in view of improving tax collection, thus this recommendation; NOW, THEREFORE, on seconded motion of Honorable Arnold R. Gavenia, be it RESOLVED to recommend, as this body hereby recommends to His Honor, City Mayor Samuel S. Co, to direct the City Assessor and City Treasurer to urgently consider the adoption of an electronic program and/or other innovative/strategies to ascertain effective tax mapping and assessment of real properties in the City of Pagadian with the end in view of improving tax collection. RESOLVED FURTHER, to let a copy of this Resolution be furnished to His Honor, City Mayor Samuel S. Co, for his favorable consideration. APPROVED UNANIMOUSLY.
