RESOLUTION NO. 2019-0228 (Sponsor: Honorable Jesuseller M. Duterte) "A RESOLUTION REQUESTING THE NATIONAL WATER RESOURCES BOARD (NWRB) TO FAVORABLY CONSIDER THE INCLUSION, AS A DOCUMENTARY REQUIREMENT FOR ANY APPLICATION FOR WATER PERMIT OR PERMIT FOR WATER DRILLING WITHIN THE CITY OF PAGADIAN, THE CERTIFICATION/APPROVAL FROM THE PAGADIAN CITY WATER DISTRICT (PCWD) BEFORE ANY WATER PERMIT APPLICATION SHALL BE CONSIDERED" WHEREAS, the National Water Resources Board or NWRB has been furnishing this august body as well as other concerned agencies with Water Permit Application from individuals or entities wishing to tap, develop, operate and maintain their own water sources usually situated within their own property with a request for the posting of the said notice and the issuance of a Certification to that effect thereafter; WHEREAS, it cannot be denied that this Sanggunian-having been provided with the foregoing Notices-is not competent nor has the technical capability to evaluate the effects of such water permit application on the water resources of this city; WHEREAS, the Pagadian City Water District-being the sole authorized local water utility in the city-is in the best position to make appropriate evaluation and assessment on the merits and demerits of any water applications by any individual within the territorial jurisdiction of the city, such that a certification/approval of the said agency must be included as a requirement before any water permit or permit for water drilling application is to be considered; NOW, THEREFORE, on seconded motion of Honorable Jesuseller M. Duterte, be it RESOLVED to request, as this body hereby requests the National Water Resources Board (NWRB) to favorably consider the inclusion, as a documentary requirement for any application for water permit or permit for water drilling within the City of Pagadian, the certification/approval from the Pagadian City Water District (PCWD) before any water permit application shall be considered. RESOLVED FURTHER, to let copies of this Resolution be transmitted to the National Water Resources Board, for their information and favorable consideration; to the General Manager, Pagadian City Water District; and to the Honorable City Mayor, this City, for their information and support.
