RESOLUTION NO. 2019-0191 (Sponsor: Honorable Arnold R.Gavenia) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR TO MAKE THE NECESSARY REPRESENTATION WITH THE COMMANDING OFFICER OF THE 53RD INFANTRY BATTALION, PHILIPPINE ARMY, FOR THE LATTER TO DIRECT THE 547TH ENGINEERING BRIGADE, PHILIPPINE ARMY, TO CONDUCT AND UNDERTAKE THE OPENING AND/OR REHABILITATION OF VARIOUS ACCESS ROADS OF THE DIFFERENT RURAL BARANGAYS OF PAGADIAN CITY WHERE THE PRESENCE OF INSURGENCY IS APPARENT, PARTICULARLY BARANGAYS LOURDES, LISON VALLEY, LAPEDIAN, LA SUERTE, DEBOROK, DITORAY, DAMPALAN, GUBANG AND GUBAC, AND FOR THE PURPOSE, ALLOCATE APPROPRIATE FUNDS FOR LOGISTIC SUPPORT TO THE ENGINEERING BRIGADE SUCH AS, BUT NOT LIMITED TO, FUEL, LUBRICANTS AND FOOD" WHEREAS, observably, the lack or the poor state of access roads going to the inner and farthest portion of the upper rural barangays of the city has been identified as contributory factor for the seeming presence and attendance of insurgents due to its inaccessibility; WHEREAS, with this present administration, under the stewardship of Honorable City Mayor Samuel S. Co, the City Government finds it urgently necessary to open all access roads in the upper rural barangays and/or rehabilitate the already dilapidated roads and make it passable for the benefit of the residents thereat where agricultural goods and products can be easily transported to the market as well as the delivery of basic government services can be facilitated faster and easier; WHEREAS, information revealed that the 547th Engineering Brigade of the Philippine Army, stationed at Guipos, Zamboanga del Sur, has expressed willingness to provide assistance by offering the services of their new heavy equipment as well as manpower for the road opening and/or rehabilitation of the access roads in the upper portion barangays of the city especially those areas identified with the presence of insurgents; WHEREAS, this body, in expressing its gratitude and acknowledgement for the assistance being offered by the Engineering Brigade of the Philippine Army, deems it appropriate and in order to avail of such assistance with the assurance that necessary logistic support be extended by the City Government; NOW THEREFORE, on seconded motion of Honorable Arnold R. Gavenia, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor to make the necessary representation with the Commanding Officer of the 53rd Infantry Battalion, Philippine Army, for the latter to direct the 547th Engineering Brigade, Philippine Army, to conduct and undertake the opening and/or rehabilitation of various access roads of the different rural barangays of Pagadian City where the presence of insurgency is apparent, particularly Barangays Lourdes, Lison Valley, Lapedian, La Suerte, Deborok, Ditoray, Dampalan, Gubang and Gubac. RESOLVED FURTHER, urging the Honorable City Mayor to allocate, for the purpose, appropriate funds for logistic support to the Engineering Brigade such as, but not limited to, fuel, lubricants and food. RESOLVED, FINALLY, to let copies of this Resolution be furnished to His Honor, City Mayor Samuel S. Co, for his immediate favorable consideration; to Lt. Col. Marlowe Patria, Commanding Officer, 53rd Infantry Battalion, Philippine Army, Guipos, Zamboanga del Sur; and to Col. Emir Pineda, Commander, 547th Engineering Brigade, Philippine Army, for their information, guidance and/or appropriate action. APPROVED UNANIMOUSLY.
