RESOLUTION NO. 2019-0188 (By: Acclamation) "A RESOLUTION EARNESTLY REQUESTING HONORABLE DIVINA GRACE C. YU AND HONORABLE LEONARDO L. BABASA, JR., REPRESENTATIVES OF THE FIRST CONGRESSIONAL DISTRICT AND SECOND CONGRESSIONAL DISTRICT, RESPECTIVELY, OF THE PROVINCE OF ZAMBOANGA DEL SUR, TO SPONSOR A BILL DECLARING PAGADIAN CITY AS THE REGIONAL CENTER OF THE ZAMBOANGA PENINSULA REGION PURSUANT TO EXECUTIVE ORDER NO. 429, DATED 12 OCTOBER 1990, AS MODIFIED BY EXECUTIVE ORDER NO. 36, DATED 19 SEPTEMBER 2001" WHEREAS, this august body expressed alarm and concern over the reported attempt to disturb and delay the full transfer of the regional offices in Region 9 from Zamboanga City to Pagadian City pursuant to the mandate of Executive Order No. 429, dated October 1990, issued by the late President Corazon C. Aquino, as amended by Executive Order No. 36, dated 19 September 2001, issued by then President Gloria Macapagal-Arroyo, which attempt is allegedly perpetrated by some political figure from other provinces and cities within the region who from the start are opposing the said transfer; WHEREAS, very recently, information has reached this Sanggunian that a certain Congressman Wilter W. Palma II of the First District of Zamboanga Sibugay has allegedly sponsored a bill in the House of Representatives declaring the Municipality of Ipil as the Regional Administrative Seat of the Zamboanga Peninsula Region-which information, if found to be true, is an apparent deceptive strategy for those adverse regional offices to justify their continued defiance to transfer to Pagadian City; WHEREAS, in order to put a stop to this unending squabble as well as any attempt to distract and obscure the true intent and spirit of the provisions of the afore-cited executive directives, the intercession of the Representatives of both Congressional District of Zamboanga del Sur to jointly and severally sponsor a bill in the House of Representatives declaring Pagadian City as the Regional Center of the Zamboanga Peninsula Region, is most appropriate at this prevailing circumstance; NOW, THEREFORE, by the unanimous motion of the members of the 13th City Council and severally seconded, it was RESOLVED to earnestly request, as this body hereby earnestly requests Honorable Divina Grace C. Yu and Honorable Leonardo L. Babasa, Jr., Representatives of the First Congressional District and Second Congressional District, respectively, of the Province of Zamboanga del Sur, to sponsor a bill declaring Pagadian City as the Regional Center of the Zamboanga Peninsula Region pursuant to Executive Order No. 429, dated 12 October 1990, as modified by Executive Order No. 36, dated 19 September 2001.
