RESOLUTION NO. 2019-0170 (Sponsor: Committee on Ecology) "A RESOLUTION REQUESTING THE HONORABLE CITY MAYOR, THIS CITY, TO DIRECT THE 54 BARANGAY GOVERNMENT UNITS IN THE CITY OF PAGADIAN TO ACTIVATE THEIR RESPECTIVE BARANGAY SOLID WASTE MANAGEMENT (BSWMS) COMMITTEES, WITH REFERENCE TO THE IMPLEMENTATION AND STRICT COMPLIANCE WITH THE PROVISIONS OF REPUBLIC ACT 9003 OTHERWISE KNOWN AS "THE SOLID WASTE MANAGEMENT ACT OF 2000" AND CITY ORDINANCE NO. 2016-365 OTHERWISE KNOWN AS "COMPREHENSIVE SOLID WASTE MANAGEMENT ORDINANCE OF PAGADIAN CITY" AS AMENDED BY CITY ORDINANCE NO. 2016-365" WHEREAS, long before the passage of Republic Act No. 9003, otherwise known as the "Solid Waste Management Act 2000," the City Government through the Sangguniang Panlungsod (5th City Council), in its desire and effort to contain arbitrary and indiscriminate disposal of garbage, has enacted City Ordinance No. 1996-134 otherwise known as "Comprehensive Solid Waste Management Ordinance of the City of Pagadian;" WHEREAS, with the implementation of the afore-mentioned national laws and such other local ordinances governing waste management and the continued massive educational campaign, there were still several barangay government units in the city that were found violating the same as evidenced by the notices of violation issued by the City Environment and Natural Resources Office which was furnished to this august body; WHEREAS, to ensure strict adherence and compliance with the afore-mentioned laws, the Committee on Ecology, to which the foregoing matter was referred for initial consideration, recommended to direct the 54 Barangay Government Units of Pagadian City to activate their respective Barangay Solid Waste Management (BSWMS) Committees for the purpose, which recommendation was concurred by the body; NOW, THEREFORE, on seconded motion of Honorable Arnold R. Gavenia, be it RESOLVED to request, as this body hereby requests the Honorable City Mayor, this city, to direct the 54 Barangay Government Units in the City of Pagadian to activate their respective Barangay Solid Waste Management (BSWMS) Committees, with reference to the implementation and strict compliance with the provisions of Republic Act 9003 otherwise known as "The Solid Waste Management Act" and City Ordinance No. 2016-365 otherwise known as "Comprehensive Solid Waste Management Ordinance of Pagadian City" as amended by City Ordinance No. 2016-365. RESOLVED FURTHER, to let a copy of this Resolution be furnished His Honor, City Mayor Samuel S. Co, for his consideration and favorable action. APPROVED UNANIMOUSLY.
