RESOLUTION NO. 2019-0164 (Co-Sponsors: Committee on Commerce, Trade & Industry & Economic Enterprise & Cooperatives; Committee on Labor & Industrial Relations and Committee on Police, Fire and Public Safety) "A RESOLUTION REQUESTING THE DEPARTMENT OF LABOR AND EMPLOYMENT (DOLE)-REGIONAL OFFICE 9, TO FACILITATE THE PROVISION OF NECESSARY ASSISTANCE TO THE EMPLOYEES AND THE OWNERS/PROPRIETORS/INCORPORATORS AND/OR MANAGEMENT OF BUSINESS ENTITIES/ENTERPRISES/CORPORATIONS EXISTING AND OPERATING IN THE CITY OF PAGADIAN BY ESTABLISHING AND INSTITUTING APPROPRIATE MEDIATION AND CONCILIATION PROCESSES THAT SHALL BE BENEFICIAL AND FAVORABLE TO BOTH PARTIES" WHEREAS, this august body expressed concern and alarm relative to the information of the unabated practice of some unscrupulous personalities allegedly roaming around and instigating workers/employees of business entities/companies operating in the city to file wanton and malicious violations of the Labor Code of the Philippines against their employers/owners in exchange for monetary considerations; WHEREAS, considering the gravity and seriousness of the foregoing issue which requires an immediate solution to avert the same, this body, taking into account the recommendation of the concerned Committees-to which the matter was initially referred-finds cogent reason to request the concerned national government agency to institute appropriate mediation and conciliation method that shall prohibit any third party representations during the negotiation process so as to ensure that it will be beneficial and advantageous to both the employees and the employers concerned; NOW, THEREFORE, on seconded motion of Honorable Fernando Y. Pameron, be it RESOLVED to request, as this body hereby requests the Department of Labor and Employment (DOLE)-Regional Office 9, to facilitate the provision of necessary assistance to the employees and the owners/proprietors/incorporators and/or management of business entities/enterprises/corporations existing and operating in the City of Pagadian by establishing and instituting appropriate mediation and conciliation processes that shall be beneficial and favorable to both parties. RESOLVED FURTHER, to let a copy of this Resolution be forwarded to the Regional Director of the Department of Labor and Employment Regional Office 9, for his preferential consideration and favorable action; to the Pagadian - Zamboanga del Sur Chamber of Commerce and Industry Foundation, Incorporation through its President, Mr. Rey F.
