RESOLUTION NO. 2019-0161 (by Acclamation) "A RESOLUTION DECLARING AS PERSONA NON GRATA THE COMMUNIST NPA TERRORISTS (CNTs) IN THE CITY OF PAGADIAN" WHEREAS, Article II of the 1987 Philippine Constitution declared, as policy of the State, that the government shall be relentless in its efforts to end insurgency in the country and, to maintain and uphold peace and order, protect the life, liberty and property, and promote the general welfare which are essential element of democracy; WHEREAS, for quite so long a time now, the government has been confronted with the never-ending dilemma on insurgency perpetrated by the like of the Communist NPA Terrorists (CNTs) which, at all times, has threatened the lives, properties and futures of the individual members of the community aside from continuing to disturb the peace and order of the country; WHEREAS, after the formal termination by the President of the national peace talk between the Philippine Government and the Communist Party of the Philippines-National Democratic Front-New People's Army (CPP-NDF-NPA) to pave the way for a localized peace talks, the President, on 04 April 2017, issued Executive Order No. 16, series of 2017, which, in gist, adopted the National Security Policy for 2017-2022, and calls for the end of all armed conflict in the entire Philippines as it enhances the participation and responsibilities of local government unit relative to its primary role in fighting/combating insurgency and terrorism; WHEREAS, the peace-loving people of the City of Pagadian, through its local leaders, strongly express abhorrence and repugnance to any act of violence and intimidation, such that it is deemed prim and proper to express the city's united and unequivocal support with the campaign of the national government security forces to suppress and subdue any act of terrorism and insurgency in the city with the end-view of ending, once and for all, the decades-long insurgency in the Philippines; WHEREAS, in order to underscore the City Government's unequivocal aversion to any and all acts of terrorism, it is but imperatively necessary to declare the Communist NPA Terrorists (CNTs) as Persona Non Grata in the City of Pagadian; NOW, THEREFORE, on unanimous motion of all the members of the 13th City Council present, be it RESOLVED to declare, as this body hereby declares as Persona Non Grata the Communist NPA Terrorists (CNTs) in the City of Pagadian. RESOLVED FURTHER, to let a copy of this Resolution be transmitted to the Department of the Interior and Local Government through its City Local Government Operations Officer, Mr. Farouk M. Escobar, for information, guidance and/or appropriate action; to the Honorable City Mayor, for information and support. APPROVED BY ACCLAMATION.
