"A RESOLUTION STRONGLY APPEALING TO HIS EXCELLENCY, PRESIDENT RODRIGO R. DUTERTE THROUGH HONORABLE EXECUTIVE SECRETARY SALVADOR C. MEDIALDEA TO ISSUE COMPELLING ORDER THAT WILL FACILITATE THE IMMEDIATE TRANSFER OF THE REMAINING REGIONAL OFFICES FROM ZAMBOANGA CITY TO PAGADIAN CITY" 

WHEREAS, Executive Order No. 429 issued by the late President Corazon C. Aquino and Executive Order No. 36 issued by then President Gloria Macapagal-Arroyo, on 09 September 2001, named and designated Pagadian City as the Regional Administrative Center of the Government in Region IX or the so-called Zamboanga Peninsula Region;

WHEREAS, the legality of the Order, as challenged by the City of Zamboanga and the regional officials, was upheld and decided with finality by the Supreme Court en banc way back 22 June 1995 and was recognized and supported by the past national government administrations who saw the relevance of such directive;

WHEREAS, anchored on a vision to fully implement the afore-cited Order which will surely help spur economic development that will benefit the city's residents, the City Government of Pagadian has continuously exerted its best efforts to ensure the realization of the full transfer of all regional offices, among which are the following, viz: 

Has created the Pagadian Regional Center Management and Coordinating Office (PRCMCO) purposely to attend to problems and concerns relating to the transfer of offices;

Has appropriated and disbursed over a Hundred Million Pesos for use in the preparation of the required infrastructure projects particularly the development and establishment of the regional center site at Barangay Balintawak, this City, for donation to the regional offices in accordance of their office space requirement as well as other services to satisfy the projected needs in accommodating the transferring regional offices and employees; and

Has appropriated another considerable amount out of the City Government's Calendar Year 2019 Supplemental Annual Investment Program for use in acquiring and/or purchasing additional land area for the expansion of the Regional Center site to accommodate those regional offices who have not yet effected their transfer in Pagadian City; and 

The Honorable City Mayor, by authority of the Sangguniang Panlungsod, had already filed appropriate criminal and administrative charges against Regional Directors who have been adamant and defiant to the Order. 


WHEREAS, notwithstanding all the standing legal Orders as well as the zealous effort exerted by the City Government, it is still unfortunate to note that only twenty-eight (28) regional offices have fully transferred to Pagadian City while the remaining twenty-nine (29) regional offices have continuously opted to defy the Order, namely:

WHEREAS, for this reason, it is now necessary to solicit the intervention of His Excellency, President Rodrigo R. Duterte, to issue compelling directives to all concerned Regional Directors to immediately effect the transfer of their respective regional offices to Pagadian City; 

NOW, THEREFORE, on unanimous motion of all Council Members present, and severally seconded, it was 

RESOLVED to strongly appeal, as this body hereby strongly appeals to His Excellency, President Rodrigo R. Duterte through Honorable Executive Secretary Salvador C. Medialdea to issue compelling Order that will facilitate the immediate transfer of the remaining regional offices from Zamboanga City to Pagadian City.

RESOLVED FURTHER, to let copies of this Resolution be furnished His Excellency, President Rodrigo R. Duterte through Honorable Executive Secretary Salvador C. Medialdea, Malacanan, Manila, for immediate favorable consideration; to Honorable Secretary Ernesto C. Pernia, National Economic Development Authority (NEDA), #12 Escriva Drive, Ortigas Center, Pasig City; to Honorable Secretary Eduardo M. Ano, Department of the Interior and Local Government (DILG), NAPOLCOM Center, EDSA cor. Quezon Avenue, West Triangle, Quezon City; to Honorable Secretary Karlo Alexei B. Nograles, Cabinet Secretary, Rm. 494 Mabini Hall, J.P. Laurel St. San Miguel, Manila, for their information, guidance and/or appropriate action; to Honorable Divina Grace C. Yu and Honorable Leonardo Babasa, Representatives, First and Second Congressional District of Zamboanga del Sur, respectively; and to Honorable City Mayor Samuel S. Co, for support and follow-up.
