RESOLUTION NO. 2019-0133 (Sponsor: Honorable Priscilla M. Fernandez) "A RESOLUTION EARNESTLY REQUESTING HONORABLE SECRETARY FRANCISCO T. DUQUE III, DEPARTMENT OF HEALTH (DOH), TO FAVORABLY CONSIDER THE IMMEDIATE TRANSFER OF THE REGIONAL HOSPITAL PRESENTLY SITUATED IN THE MUNICIPALITY OF MARGOSATUBIG, ZAMBOANGA DEL SUR, TO PAGADIAN CITY-BEING THE ADMINISTRATIVE CENTER OF GOVERNMENT OF THE ZAMBOANGA PENINSULA REGION" WHEREAS, by virtue of Executive Order No. 429 issued by the late President Corazon C. Aquino and amended by Executive Order No. 36 issued by then President Gloria Macapagal-Arroyo on 09 September 2001, Pagadian City was declared as the Administrative Center of Government of the Zamboanga Peninsula Region due primarily to its strategic location from the other cities and provinces within the region; WHEREAS, notwithstanding the city's designation as the regional center of Region 9, the regional hospital-an essential health facility operated and managed by the national government through the Department of Health-was constructed and established at an outlying and remote municipality of the Province of Zamboanga del Sur, where the distance and the element of travel time has greatly contributed to the complexities and intricacies of the many residents of Pagadian City as well as the neighboring cities and provinces within the region in availing of the health services provided by such facility; WHEREAS, the continued operation of such health facility in the afore-mentioned area does not only deprive the greater majority of the residents within Region 9 but is also contrary to the interest of public service, hence, the intercession of the Honorable Secretary of the Department of Health for the immediate transfer of the said facility to Pagadian City is most requested with the assurance that the City Government will readily provide appropriate lot area for the purpose; NOW, THEREFORE, on seconded motion of Honorable Priscilla M. Fernandez, be it RESOLVED to earnestly request, as it is hereby earnestly requested Honorable Secretary Francisco T. Duque III, Department of Health (DOH), to favorably consider the immediate transfer of the Regional Hospital presently situated in the Municipality of Margosatubig, Zamboanga del Sur, to Pagadian City-being the Administrative Center of Government of the Zamboanga Peninsula Region; RESOLVED FURTHER, to let copies of this Resolution be forwarded to Honorable Secretary Francisco T. Duque III, Department of Health, San Lazaro Compound, Tayuman, Sta. Cruz, Manila, for his preferential consideration and favorable action; and to His Honor, City Mayor Samuel S.
