RESOLUTION NO. 2019-0098 (Sponsor: Honorable Teodoro M. Quicoy) "A RESOLUTION EARNESTLY REQUESTING THE LAND MANAGEMENT BUREAU-DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR), REGIONAL OFFICE 9, AND THE DEPARTMENT OF AGRICULTURE, REGIONAL OFFICE 9, TO STOP ACCEPTING, PROCESSING AND APPROVING ANY AND ALL APPLICATIONS FROM PRIVATE INDIVIDUALS, WHETHER NATURAL OR JURIDICAL, FOR TITLING OF LOTS/AREAS, INCLUDING APPLICATIONS FOR FORESHORE LEASE AGREEMENT, ALONG THE COASTAL BARANGAYS OF PAGADIAN CITY" WHEREAS, consistent with the thrust and mandate of this present administration to pursue inclusive development in line with the national government's Philippine Development Plan 2017-2022, the City Government is now contemplating to develop and improve those foreshore areas along the city's coastal barangays-being an integral part of the territory of the City of Pagadian; WHEREAS, despite its current status as part of the public domain, the City Government, pursuant to its City Zoning Ordinance No. 2001-194, has identified and classified the shoreline as industrial, fishpond and tourism zones, such that the information that there are titled lots and for some areas, the titling of which are currently pending with the Department of Environment and Natural Resources and the Department of Agriculture, while others are under Foreshore Lease Agreement, is very alarming as it will be detrimental and disadvantageous to the city government's comprehensive development plan; WHEREAS, in order to efficiently and effectively implement the foregoing land use development plan of the city, it is now necessary to request the concerned national government agencies to stop and/or cease and desist from accepting, processing and approving any and all applications for titling or Foreshore Lease Agreement of all foreshore areas of the city; NOW, THEREFORE, on seconded motion of Honorable Teodoro M. Quicoy, be it RESOLVED to earnestly request, as it is hereby earnestly requested the Land Management Bureau-Department of Environment and Natural Resources (DENR), Regional Office 9, and the Department of Agriculture-Regional Offices 9, to stop accepting, processing and approving any and all applications from private individual, whether natural or juridical, for titling of lots/areas, including applications for Foreshore Lease Agreement, along the coastal barangays of the Pagadian City. RESOLVED FURTHER, to let copies of this Resolution be forwarded to the Regional Director, Land Management Bureau-Department of Environment and Natural Resources, Regional Office 9; the Regional Director, Department of Agriculture, Regional Office 9, for information and favorable consideration; to the Honorable City Mayor; the City Environment and Natural Resources Officer (CENRO); the City Agriculturist, for their information and support.
