RESOLUTION NO. 2019-0081 (Sponsor: Honorable Ronald Christopher Glenn L. Ariosa) "A RESOLUTION APPROVING THE USE/UTILIZATION OF THE PAGADIAN CITY SPORTS OVAL COMPLEX FOR THE CONDUCT OF A MOTOCROSS RACING COMPETITION ON 2014-15 SEPTEMBER 2019, IN CONNECTION WITH THE CELEBRATION OF THE 76TH ARAW NG ZAMBOANGA DEL SUR, PROVIDED THAT APPROPRIATE REGULATIONS BE INSTITUTED TO ENFORCE EXISTING POLICIES UNDER CITY ORDINANCE NO. 2006-252 IN THE UTILIZATION OF THE FACILITY AND PROVIDED FURTHER THAT THE REQUESTING PARTY SHALL STRICTLY ADHERE AND COMPLY WITH THE HEREUNDER STIPULATIONS" WHEREAS, a certain Mr. Artemio T. Abrenica, by way of a letter, sought permission from the City Government to use the Pagadian City Sports Oval Complex on September 2014-15, 2019 for the holding of a Motocross Racing Competition to highlight the weeklong celebration of the 76th Araw ng Zamboanga del Sur come 17 September 2019; WHEREAS, this august body-being vested with the full control and supervision over the use and management of the city oval pursuant to City Ordinance No. 2006-252 and, after having verified there is no conflict of schedule in the use of the facility, finds the request worthy of support provided, however, that the requesting party shall strictly observe the pertinent policies and guidelines governing the use of such facility as enunciated under City Ordinance No. 2006-252 as well as all other regulations stipulated herein; NOW, THEREFORE, on seconded motion of Honorable Ronald Christopher Glenn L. Ariosa , be it RESOLVED to approve, as this body hereby approves the use/utilization of the Pagadian City Sports Oval Complex for the conduct of a Motocross Racing Competition on 14 - 15 September 2019, in connection with the celebration of the 76th Araw ng Zamboanga del Sur provided that appropriate regulations be instituted to enforce existing policies under City Ordinance No. 2006-252 in the utilization of the facility and subject to the strict observance and adherence to the following conditions, to wit: That provisions for appropriate precautionary measures to ensure the full safety of the competitors and the viewing public shall be established; That appropriate precautionary measures to ensure the protection and safety of the Legislative Building including all its facilities and amenities shall be instituted, and that in case of any loss or damage to property of the Sangguniang Panlungsod, the requesting party shall be liable and take full responsibility in restoring the facility or damaged property to its original condition; Cleanliness and sanitation of the whole area and its vicinity shall be maintained; That the requesting party shall closely coordinate with the Pagadian City Police Station and the Barangay Government of San Francisco relative to the formulation of security plan for the entire duration of the event to ensure the safety and security of the area and its immediate environs; That the conduct of flat track racing practice runs shall only be allowed after office hours and shall ensure that no service vehicle is being parked in the area; and That only employees of the Sangguniang Panlungsod with the prescribed Office Identification Card are allowed to enter the Legislative Building. RESOLVED FURTHER, to let copies of this Resolution be forwarded to the Honorable City Mayor; the City Treasurer; the Pagadian City Police Office; the City General Services Officer; and Mr. Artemio T.
