RESOLUTION NO. 2019-0080 (Co-Sponsors: Committee on Planning and Landed Estates; Committee on Laws, Rules and Policy Formulation; and Committee on Ways and Means) "A RESOLUTION ADOPTING THE RECOMMENDATION OF THE CITY APPRAISAL COMMITTEE IN ITS RESOLUTION NO. 1, S. 2019, AND AUTHORIZING THE HONORABLE CITY MAYOR TO NEGOTIATE AND OFFER FOR SALE THE CITY GOVERNMENT-OWNED REAL ESTATE PROPERTY KNOWN AS LOT NO. 2851 UNDER ORIGINAL CERTIFICATE OF TITLE NO. 0-3,776, LOCATED AT SAN FRANCISCO DISTRICT, THIS CITY, PURPOSELY TO GENERATE FUND SOLELY AND EXCLUSIVELY FOR THE ESTABLISHMENT/CONSTRUCTION/DEVELOPMENT OF A MODERN SPORTS COMPLEX FOR THE CITY OF PAGADIAN, WHICH CONTRACT OF SALE, HOWEVER, SHALL BE SUBJECT TO THE CONFIRMATION OF THE SANGGUNIANG PANLUNGSOD" WHEREAS, it has been a long vision of the City Government of Pagadian to establish and develop a state-of-the-art sports complex for the city to be able to confidently hosts National Sports Competitions considering that the present city sports oval is no longer viable due to its very limited area, thus the identification and acquisition of a site for a new sports complex is at this point the only option; WHEREAS, inasmuch as this present administration is keen on acquiring appropriate land area for the purpose however-aware of the very limited financial sources of the city government and considering the other priority and essential services and development programs which cannot be sacrificed and foregone, it is thus most practical and reasonable to look and source out funds from other potential resources of the city to obtain such funding requirement; WHEREAS, it is the practical point of view of the concerned Committees, to which the matter was referred, to dispose, by way of sale, the City Government-owned property known as the Pagadian City Sports Oval complex which is ideally situated at a very accessible area that may catch the interest of potential investors with a selling price of not less than the amount set by the City Appraisal Committee in its Resolution No. 1, s. 2019; WHEREAS, this body, upon careful perusal and evaluation, finds no legal impediment thereto, thus granting the Honorable City Mayor with the authority to negotiate and offer for sale the afore-mentioned real property is most necessary. NOW, THEREFORE, on seconded motion of Honorable Teodoro M. Quicoy, be it RESOLVED to adopt, as this body hereby adopts the recommendation of the City Appraisal Committee as enunciated in its Resolution No. 1, s. 2019. RESOLVED, FURTHER, to grant authority to the Honorable City Mayor to negotiate and offer for sale the City Government-Owned Real Estate Property identified as Lot No. 2851 under Original Certificate of Title No. 0-3,776, located at San Francisco District and presently utilized as City Sports Oval, purposely to generate fund solely and exclusively for the establishment/construction/development of a modern sports complex for the City of Pagadian, which contract of sale shall be subject to the confirmation of the Sangguniang Panlungsod. RESOLVED FURTHER, to let copies of this Resolution be forwarded to His Honor, City Mayor Samuel S. Co; and all others concerned, for information, guidance and/or appropriate action.
