CITY ORDINANCE NO. 2025-621

"AN ORDINANCE CREATING THE HUMAN RESOURCE AND MANAGEMENT OFFICE (HRMO) AS A DEPARTMENT OF CITY GOVERNMENT OF PAGADIAN, ADOPTING ITS PRESENT AND EXISTING ORGANIZATIONAL STRUCTURE, DEFINING ITS DUTIES, FUNCTIONS  AND RESPONSIBILITIES AND APPROPRIATING FUNDS THEREFOR"

WHEREAS, the present Human Resource and Management is headed by a Supervising Administrative Officer (Human Resource Management Officer IV) with salary grade twenty two (SG-22) equivalent to a department head assistant but the same is under the City Mayor's Office;

WHEREAS, while it is true that the first sentence of Section 77 of the Local Government Code of 1991 states that the Chief Executive of every Local Government Unit shall be responsible for human resources and development in his unit, the same code also provides and instituted process of devolution, wherein local government units, should effectively allocate their respective powers, functions, duties and responsibilities;

WHEREAS, it is a step in the right direction to create the Human Resources and Management as distinct and separate office.

NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod (15th City Council) of Pagadian City in session assembled that:

SECTION 1. The Human Resource and Management Office (HRMO) is hereby created as an office of the Local Government Unit of Pagadian City.

SECTION 2. The Human Resource and Management Office shall be headed by the Human Resource and Management Officer with the rank and salary grade of a department head.

The present and existing organizational structure is hereby adopted and all persons occupying positions thereat shall continue to function as it is. In the interpretation of this provision, all doubts shall be resolved in favor of and for the best interest of personnel in the said office.
 
SECTION 3. The organizational structure with its function and compensation description of this office is indicated below:























SECTION 4. CITY HUMAN RESOURCE OFFICE, ITS DIVISION AND ITS FUNCTIONS:

Head of Office or Human Resource Management Officer, City Human Resource Officer (CHRO) or HR Manager:
Oversees all HR functions and reports to the City Administrator or to the City Mayor.
Provides supervision in the preparation of appointments, payrolls and other personnel record of the city.
Provides information and advise the local chief executive in the preparation of circularized memoranda, circulars and other issuances issued by the civil service commission, other offices/agencies regarding personnel work/actions.
Conducts performance evaluation system among employees of the Local Government Units as required by the Civil Service Commission.
Does other related work as may be required by the immediate superior from time to time.
Exercise such other powers and perform other functions and duties as may be prescribed by law or ordinance.

Administrative and Records Division:
Document management: Centralizes the receiving, scanning, uploading, and routing of incoming documents like requests, reports, and correspondence. 
Records management: Safeguards, controls custody of, and maintains the organization's records, including active, inactive, and archival documents in the office. 
Administrative support: Handles a wide range of services to support the office, including personnel, procurement, property management, and financial disbursements. 
Compliance: Ensures that records are managed and disposed of according to the organization's policies and relevant laws, such as the National Archives of the Philippines Act and the Data Privacy Act. 
Information services: Provides access to records and information when requested, such as issuing certified true copies of non-restricted documents. 

Placement and Standards Division:
Publication and Recruitment: Responsible for the publication and recruitment of vacant positions in the LGU, and assist the Local Chief Executive in the selection of applicants for available positions, except those classified by law or competent authority as policy determining, primarily confidential, or highly technical in nature, according to merit and fitness to be determined by a competitive process.
Recruitment and Staffing: Manages job postings, screening, interviews, and onboarding of new employees. 
Standardize the Implementation of Civil Service Programs: Implement all the programs from the Civil Service Commission with utmost standard quality.
Create and Implement City Personnel Policies: Create and implement policies for the City personnels with regards to attendance, tardiness, uniforms, performance and any other related personnel policies.

Personnel Benefits and Employee Relations Division:
Compensation and Benefits: Handles payroll, benefits administration (like health insurance and retirement plans and leave benefits), and employee compensation. 
Personnel and Records Management: Maintains employee records, manages attendance, and handles administrative tasks like processing leave requests. 
Employee Relations and Compliance: Addresses employee grievances, handles disciplinary actions, and ensures compliance with labor laws and CSC (Civil Service Commission) rules. 
Personnel Policies and Programs: Assist the Local Chief Executive in the implementation of personnel policies and programs on personnel management.

D.1. Research and Career Development Section: 
a.	Training and Development: Develops and implements programs for employee skill enhancement and career growth trainings and seminars. 

b.	Research & Develop: This focuses on creating new services or improving the existing ones. 

SECTION 5. For the purpose of this ordinance and in the event of vacancy, no person shall be appointed department head of the Human Resource and Management Office unless he/she is a citizen of the Philippines, a resident of the local government concerned, of good moral character, a holder of a college degree preferably in psychology, public administration or law, and a first grade civil service eligible and human resource management or organization management for at least three (3) years.

SECTION 6. Funding. The funds of the said office; Personal Services and Maintenance and Other Operating Expenses (MOOE) shall be incorporated in the City's Annual Investment Plan of Calendar Year, the same is subject for accounting and audit, and shall be consistent with current personnel limitations provided for under existing laws.

SECTION 7. Repealing Clause. All laws, decrees, executive orders, rules and regulations, ordinances, or parts thereof which are inconsistent with the provisions of this Ordinance are hereby repealed, amended, or modified accordingly.

SECTION 8. Effectivity. This Ordinance shall take effect immediately upon approval and posting in at least two (2) conspicuous places within the territorial jurisdiction of the Local Government Unit of Pagadian City, in accordance with the provisions of the Local Government Code of 1991. 	

ENACTED AND APPROVED by the Sangguniang Panlungsod (15th City Council) during its 18th Regular Session held on 26 November 2025 at the SP Session Hall, 4th Floor City Commercial Center Building, Santiago District, Pagadian City.
