CITY ORDINANCE NO. 2025-617 Sponsored by: Committee on Laws, Rules and Policy Formulation "AN ORDINANCE DECLARING THE LAST THURSDAY OF NOVEMBER UP TO THE FIRST WEDNESDAY OF DECEMBER OF EVERY YEAR AS "MINDANAO WEEK OF PEACE" IN THE CITY OF PAGADIAN AND INSTITUTIONALIZING THE CELEBRATION THEREOF, AND PROVIDING FUNDS THEREFOR" WHEREAS, Presidential Proclamation No. 127 series of 2001, declares that the last Thursday of November until First Wednesday of December and every year thereafter as the "Mindanao Week of Peace" celebration; WHEREAS, R.A. 8371 of IPRA Section 33 the right to religious, cultural sites and ceremonies of the IPs shall have the right to manifest, practice, develop and teach their spiritual and religious tradition, customs and ceremonies, the right to maintain, protect and have access to their religious and cultural sites; the right to control of ceremonial objects; and the right to repatriation of human remains. Accordingly, the state shall take effective measures, in cooperation wit the IPs concerned, to ensure that indigenous sacred places, including burial sites be preserved, respected and protected. The same as the Muslim and Christian beliefs, culture and traditions; WHEREAS, it is the policy of the state to ensure the right and well-being of the Indigenous Subanen and Muslim people with due regards to their beliefs, customs, traditions and institutions as well as to further ensure their contributions to the local goals and aspiration and to make active participation in the attainments of a peaceful, stable and economically prosperous community; WHEREAS, this city is populated by the Indigenous Subanen, the migrants, the Maguindanaon, Iranon, Maranaw and other ethnic groups who are distributed and member of different denominations or which we called the homeland of tri-people, the Muslim, Christians and the Indigenous Subanen people; WHEREAS, the need for universal understanding between all beliefs and various faith is a necessity and the "Mindanao Week of Peace" celebration in the City is a tool to further promote brotherhood/sisterhood and harmony between Christian, Muslim, Subanen and other religious institutions; WHEREAS, there is a considerable number between Christian, Muslims, Subanens, Government Institutions, Academe, Private Sectors and other Migrants living and working in the city; NOW THEREFORE, be it ordained by the Sangguniang Panlungsod (15th City Council), in session assembled, that: SECTION 1. Title. - This Ordinance shall be known as "An Ordinance Declaring The last Thursday of November Up To The First Wednesday of December Of Every Year As "Mindanao Week of Peace" In The City of Pagadian, And Institutionalizing The Celebration Thereof, And Providing Funds Therefor." SECTION 2. Declaration. - It shall be declared and celebrated in the City of Pagadian the "Mindanao Week of Peace" every last Thursday of November up to the first Wednesday of December of every year. SECTION 3. Creation of Mindanao Week of Peace Committee. - To ensure an effective and efficient observance of the "Mindanao Week of Peace" celebration, there shall be created the "Mindanao Week of Peace" Committees who shall be primarily responsible in the formulation of the necessary plan that will be used in setting up appropriate various activities as well as propose necessary funding requirement for the successful conduct of the said celebration. SECTION 4. Composition. - The Chairperson and members of the "Mindanao Week of Peace" Committee shall be chosen and/or designated by Honorable City Mayor through an Executive Order. It shall be understood that within fifteen (15) days after the event, the Committees shall submit a post evaluation report and other necessary documents to the City Mayor and copy furnish the Sangguniang Panlungsod. SECTION 5. Funding. - The amount necessary for the implementation of this Ordinance shall be charged to any appropriate funds of the City Government of Pagadian subject to the usual accounting and auditing rules and regulations. SECTION 6. Separability Clause. - If, for any reason, any section of this Ordinance is declared invalid in accordance with existing laws or ordinance in a competent court, the remaining sections hereof not affected thereby shall continue to be enforced and in effect. SECTION 7. Repealing Clause. - All ordinances, resolutions, executive orders or part thereof which are inconsistent with any provisions of this Ordinance are hereby repealed or modified accordingly. SECTION 8. Effectivity Clause - This Ordinance shall take effect immediately upon its approval.
