CITY ORDINANCE NO. 2025-607 (Authored by: Honorable Sam Tyra F. Co) "AN ORDINANCE PROVIDING FOR AN AMENDMENT ON THE SUBSTANCE OF CITY ORDINANCE NO. 2017-390 MORE PARTICULARLY ON THE TITLE AND SECTIONS 1, 2(b), 3, 4 AND 5 THEREOF" BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD (14th CITY COUNCIL) OF PAGADIAN IN REGULAR SESSION ASSEMBLED: SECTION 1. Title. - This Ordinance shall be cited as "An Ordinance Providing for an Amendment on the Substance of City Ordinance No. 2017-390, entitled: "An Ordinance Providing For The Grant Of Recognition And Monetary Incentives To "Lumad Pagadianons" Who Are Declared And Ranked Within The Top Ten (10) Passers Of Licensure Examinations Undertaken By The Professional Regulations Commission (PRC) And/Or The Supreme Court Of The Philippines For The Philippine Bar Examinations," more particularly on the Title and Sections 1, 2(b), 3, 4 and 5 thereof." SECTION 2. Amendatory Provisions. - For this purpose, the following amendatory provisions to City Ordinance No. 2017-390 are hereby made effective, to wit: 2.a In the Title of City Ordinance No. 2017-390 particularly the words or phrase "Lumad Pagadianons," is hereby amended to "Pagadian Residents" which shall hereinafter be read, as follows: "An Ordinance Providing For The Grant Of Recognition And Monetary Incentives To "Pagadian Residents" Who Are Declared And Ranked Within The Top Ten (10) Passers Of Licensure Examinations Undertaken By The Professional Regulatory Commission (PRC) And/Or The Supreme Court Of The Philippines For The Philippine Bar Examinations." 2.b Section 1 thereof is likewise amended by changing the words/phrase "Lumad Pagadianon" to "Pagadian Residents." 2.c Paragraph b of Section 2 thereof is hereby amended which shall now be read, as follows: "b) establish and maintain a database of those top ten (10) bar and/or board passers who are current residents of the City;" 2.d Likewise, Section 3 thereof is hereby changed to read now as follows: "WHO MAY QUALIFY. - The entitlement, as contemplated in this Ordinance, shall be available and open to all Pagadianon residents who shall fill out the prescribed application form and submit the same with the following documents to the Pagadian Employment Service Office (PESO), Office of the City Mayor. Proof of residency in Pagadian City, i.e., voter's certificate from the COMELEC, valid Passport; unified multi-purpose identification (UMID) Card. Authenticated copy of Diploma and/or Certificate from the educational institution where the awardee has graduated. Authenticated copy of Board Examination Results/PRC Certificate of Rating/Examination Result." 2.e Section 4 thereof is hereby amended to read as follows: "Section 4. PLAQUE OF COMMENDATION AND MONETARY INCENTIVE. - For all intents and purposes, the City Government of Pagadian through the Honorable City Mayor shall award the Monetary Incentive as indicated herein together with the plaque of commendation pursuant to the Sangguniang Panlungsod Resolution recognizing the achievement. For Bar Top-notchers and any Licensure Examination Top-notchers conducted by PRC: Top 1 - P50,000.00 Top 2 - P40,000.00 Top 3 - P30,000.00 Top 4-10 - P20,000.00 Provided that such plaque of commendation and monetary incentive shall be formally presented on the occasion of the Celebration of the Araw ng Pagadian and/or at the discretion of the Local Chief Executive." 2.f Section 5 thereof is also amended to read now as follows: "ESTABLISHMENT AND MAINTENANCE OF A DATABASE. - It shall be the responsibility of the Pagadian Employment Service Office (PESO), Office of the City Mayor, to establish and maintain a databank of city residents, who have ranked among the top ten (10) passers of the Philippine Bar Examinations undertaken by the Supreme Court of the Philippines and/or any licensure examination conducted by the Professional Regulations Commission, for documentation and record purposes." SECTION 3. APPROPRIATIONS. - The City Government of Pagadian through the City Budget Office shall ensure that appropriate funds for the implementation of this Ordinance shall be charged against the General Fund in accordance with the pertinent provisions of R.A. 7160. SECTION 4. SEPARABILITY CLAUSE. - If any part of this ordinance is held unconstitutional or invalid, the remainder of the ordinance not otherwise declared, shall remain valid and effective. SECTION 5. REPEALING CLAUSE. - All Ordinances, rules and regulations, executive orders and portion thereof inconsistent with this Ordinance are hereby repealed, amended and/or modified accordingly. SECTION 6. EFFECTIVITY CLAUSE. - This Ordinance shall take effect immediately after fifteen (15) days from posting thereof in at least two (2) conspicuous places in the city. ENACTED AND APPROVED by the Sangguniang Panlungsod (14th City Council) during its 121st Regular Session held on 25 June 2025 at the SP Session Hall, 4th Floor City Commercial Center Building, Santiago District, Pagadian City.
