ORDINANCE NO: 2024-583 (Authored by: Honorable Ann Marjorie N. Revelo) AN ORDINANCE ADOPTING REPUBLIC ACT NO. 10054 OTHERWISE KNOWN AS AN ACT MANDATING ALL MOTORCYCLE RIDERS TO WEAR STANDARD PROTECTIVE MOTORCYCLE HELMETS WHILE DRIVING AND PROVIDING PENALTIES THEREFOR THEREBY REPEALING CITY ORDINANCE NO. 2024-583 WHEREAS, it can be deduced from both public and scientific data that the non-wearing of helmet is one of the major causes of severe morbidity and mortality during vehicular accidents due to the exigency of head injuries; WHEREAS, as provided in Section 2 of Republic Act No. 10054 otherwise known as the "Motorcycle Helmet Act of 2009", it is hereby declared the policy of the State to secure and safeguard its citizenry, particularly the operators or drivers of motorcycles and their passengers, from the ruinous and extremely injurious effects of fatal or life-threatening accidents and crashes. x x x; WHEREAS, the City Government of Pagadian through its 12th City Council had enacted City Ordinance No. 2018-416 entitled "An Ordinance Requiring All Drivers and Riders/Passengers of Motorcycles to Wear the Duly Approved Protective Half-face Helmet with Uncovered Face While Driving and Imposing Penalty for Violation Thereof" but suspended the implementation of the same through Resolution No. 2020-0599, dated July 21, 2020;
