ORDINANCE NO: 2024-582 (Sponsored by: Honorable Sam Tyra F. Co) "AN ORDINANCE REQUIRING THE 54 BARANGAYS OF PAGADIAN CITY TO ORGANIZE AND STRENGTHEN ITS BARANGAY QUICK RESPONSE TEAM, PARTICIPATE IN ALL DISASTER RISK REDUCTION AND MANAGEMENT (DRRM) TRAININGS CONDUCTED BY THE CITY DISASTER RISK REDUCTION AND MANAGEMENT OFFICE (CDRRMO) WITH ITS PARTNER AGENCIES AND BE ACTIVELY INVOLVED IN ALL RESPONSE AND RESCUE OPERATIONS IN THEIR RESPECTIVE BARANGAYS" WHEREAS, Republic Act No. 10121, otherwise known as the "Philippine Disaster Risk Reduction and Management Act of 2010," mandates the establishment of Local Disaster Risk Reduction and Management Offices (LDRRMOs) in all local government units, including barangays, to ensure the protection and welfare of the people during disasters and emergencies; WHEREAS, barangays are the frontline units in disaster response and management and play a crucial role in the overall disaster resilience of the community; WHEREAS, organizing and strengthening Barangay Quick Response Teams (BQRTs) will enhance the barangays' capacity to respond effectively and efficiently to disasters and emergencies; WHEREAS, the City Disaster Risk Reduction and Management Office (CDRRMO) and its partner agencies regularly conduct trainings and seminars on disaster risk reduction and management (DRRM) to enhance the skills and knowledge of barangay officials and volunteers; WHEREAS, it is necessary to ensure the active participation of all barangays in Pagadian City in these trainings and seminars to strengthen their capacity in DRRM and to be equipped and prepared at all times in the event of a disaster; WHEREAS, it is imperative that the Quick Response Team (QRT) in each barangay be actively involved and shall serve as the primary responders in all emergency and rescue operations to deliver swift and effective action and enhance the safety and well-being of the residents during critical incidents; NOW, THEREFORE, BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD (14TH CITY COUNCIL) IN SESSION ASSEMBLED, THAT: SECTION 1. Title. - This ordinance shall be known as the "Strengthening of Barangay Quick Response Teams and Mandatory Participation in DRRM Trainings and all Rescue and Response Operations Ordinance of 2024." SECTION 2. Definition of Terms. - For purposes of this Ordinance, the following terms shall be defined as follows: a. Barangay Quick Response Teams (BQRTs) - refers to the teams organized within barangays tasked to respond to disasters and emergencies. b. Disaster Risk Reduction and Management (DRRM) - refers to the systematic approach and strategic framework to reduce the vulnerabilities and risks of communities and individuals to hazards. c. City Disaster Risk Reduction and Management Office (CDRRMO) - refers to the office responsible for implementing DRRM programs and activities at the city level. SECTION 3. Organization and Strengthening of Barangay Quick Response Teams (BQRTs). - All barangays in Pagadian City shall organize and strengthen their Barangay Quick Response Teams (BQRTs) in accordance with the guidelines set by the City Disaster Risk Reduction and Management Office (CDRRMO). SECTION 4. Participation in DRRM Trainings and Seminars. - All barangay officials and volunteers, particularly members of the Barangay Quick Response Teams (BQRTs), are mandated to actively participate in all disaster risk reduction and management (DRRM) trainings and seminars conducted by the City Disaster Risk Reduction and Management Office (CDRRMO) and partner agencies. SECTION 5. Monitoring and Evaluation. - The City Disaster Risk Reduction and Management Office (CDRRMO) shall monitor and evaluate the organization and strengthening of Barangay Quick Response Teams (BQRTs) and the participation of barangay officials and volunteers in DRRM trainings and seminars. SECTION 6. Funding. - The necessary funds for the implementation of this ordinance shall be sourced from the annual budget of the City Disaster Risk Reduction and Management Office (CDRRMO) and other relevant budgetary allocations of the City Government. SECTION 7. Capacity Building and Technical Assistance. - The City Disaster Risk Reduction and Management Office (CDRRMO) shall provide capacity building and technical assistance to barangays in organizing and strengthening their Barangay Quick Response Teams (BQRTs) and in participating in DRRM trainings and seminars. SECTION 8. Coordination with Barangay Officials. - The City Disaster Risk Reduction and Management Office (CDRRMO) shall coordinate with barangay officials to ensure the effective implementation of this Ordinance and the participation of barangay officials and volunteers in DRRM activities. SECTION 9. Review and Amendment. - This Ordinance shall be subject to review and amendment as may be necessary to ensure its effectiveness in enhancing the disaster resilience of barangays in Pagadian City. SECTION 10. Repealing Clause. - All ordinances, rules, regulations, and other issuances or parts thereof, which are inconsistent with this ordinance, are hereby repealed or modified accordingly. SECTION 11. Separability Clause. - If any provision of this Ordinance is declared invalid or unconstitutional, the remaining provisions not affected thereby shall continue to be in full force and effect. SECTION 12. Effectivity. - This ordinance shall take effect fifteen (15) days after its posting in conspicuous places within the barangays.
