"AN ORDINANCE AMENDING SECTIONS 6 AND 8 OF CITY ORDINANCE NO. 2024-574, "AN ORDINANCE PROMULGATING THE GUIDELINES ON THE GRANT OF MONETARY INCENTIVES TO ANY INDIVIDUAL, PAIR, GROUP OR TEAM, INCLUDING THEIR RESPECTIVE COACHES OR TRAINERS, WHO HAVE BEEN DECLARED AND RANKED WITHIN THE TOP THREE (3) WINNERS OF ANY SPORTS, SKILLS, ARTS AND ACADEMIC COMPETITIONS IN THE REGIONAL, NATIONAL AND INTERNATIONAL EVENTS AND APPROPRIATING FUNDS THEREFOR"
Be it ordained by the Sangguniang Panlungsod (14th City Council) of the City of Pagadian in session assembled that: 
SECTION 1. Section 6 of City Ordinance No. 2024-574 laying down the qualifications of grantees is hereby amended as follows:
"Qualifications of Grantees. - In order to be qualified under this Program, the grantee must possess the following qualifications, to wit: 
A bona fide resident of Pagadian City for at least six (6) months;
SECTION 2. Section 8 of City Ordinance No. 2022-519 fixing the amount of incentives to be given to the grantees and their respective coaches/trainers shall now read as follows:
"Amount of Incentives. -
(a) For individual sports, skills and academic competitions for the regional, national or international levels of competitions, qualified grantees shall be entitled to receive the following cash incentives:
Regional Competitions
1st Place/Gold Medalist			-		Php 6, 000.00
2nd Place/Silver Medalist			-		Php 4, 000.00
3rd Place/Bronze Medalist			-		Php 2, 000.00
National Competitions
1st Place/Gold Medalist			-		Php 10, 000.00
2nd Place/Silver Medalist			-		Php 6, 000.00
3rd Place/Bronze Medalist			-		Php 4, 000.00
International Competitions
ASEAN 
1st Place/Gold Medalist			-		Php 20, 000.00
2nd Place/Silver Medalist			-		Php 14, 000.00
3rd Place/Bronze Medalist			-		Php 10, 000.00
ASIAN 
1st Place/Gold Medalist			-		Php 40, 000.00
2nd Place/Silver Medalist			-		Php 30, 000.00
3rd Place/Bronze Medalist			-		Php 20, 000.00
c. WORLD
1st Place/Gold Medalist			-		Php 100, 000.00
2nd Place/Silver Medalist			-		Php 60, 000.00

(b) For pair or group/team sports, skills or academic competitions, grantees shall be entitled to receive the following incentives for the whole group:

3rd Place/Bronze Medalist			-		Php 6, 000.00
National Competitions
1st Place/Gold Medalist			-		Php 20, 000.00

3rd Place/Bronze Medalist			-		Php 10, 000.00
International Competitions
ASEAN 
1st Place/Gold Medalist			-		Php 40, 000.00
2nd Place/Silver Medalist			-		Php 30, 000.00
3rd Place/Bronze Medalist			-		Php 20, 000.00
b. ASIAN
1st Place/Gold Medalist			-		Php 100, 000.00
2nd Place/Silver Medalist			-		Php 60, 000.00
3rd Place/Bronze Medalist			-		Php 40, 000.00
WORLD 
1st Place/Gold Medalist			-		Php 200, 000.00

(c) Only the qualified grantee/s shall be entitled to receive the financial incentive. The grant shall be non-transferrable.
(d) Coaches/trainers of qualified grantees shall receive financial incentive equivalent to ten percent (10%) of the financial incentive received by the grantee(s)."
SECTION 3. Transitory Provision. - The provisions of this Ordinance shall be applied to all pending and future applications on the grant of monetary incentives under City Ordinance No. 2022-519, except to the extent that in the opinion of the City Council of Pagadian, its retroactive application would not be feasible or would work injustice, in which case the procedure under which the applications were filed shall govern.

SECTION 4. Separability Clause. - The provisions of this Ordinance are hereby declared separable and if one or more provisions are held invalid or unconstitutional, the remainder, or any provision hereof not affected, shall remain valid and effective.
	SECTION 5. Repealing Clause. - Any ordinance of Pagadian City or parts thereof, which are inconsistent with this Ordinance, are hereby repealed, amended or modified accordingly.
	SECTION 6. Effectivity Clause. - This Ordinance shall take effect immediately upon its approval.
ENACTED AND APPROVED by the Sangguniang Panlungsod (14th City Council) during its 83rd Regular Session on 17 July 2024 at the SP Session Hall, 4th Floor City Commercial Center (C3), Santiago District, Pagadian City.
