Fernandez "AN ORDINANCE REPEALING CITY ORDINANCE NO. 2023-535, ENTITLED: "AN ORDINANCE PROVIDING FOR THE COLLECTION OF FEES IN THE AMOUNT OF FORTY PESOS (40.00) INTENDED FOR THE ISSUANCE OF VINYL PLASTIC IDENTIFICATION CARDS (ID) FOR NEWLY REGISTERED SENIOR CITIZENS IN THE CITY OF PAGADIAN"" WHEREAS, the 13th City Council of Pagadian, during its 77th Regular Session held on 07 April 2021, enacted City Ordinance No. 2023-535 otherwise known as "An Ordinance Providing For The Collection Of Fees In The Amount Of Forty Pesos (P40.00) Intended For The Issuance Of Vinyl Plastic Identification Cards (ID) For Newly Registered Senior Citizens In The City Of Pagadian;" WHEREAS, the adoption of such ordinance was anchored on the need to determine and establish a more accurate and reliable data of registered resident senior citizens of the city and the fees imposed is purposely to cover the cost of printing for the issuance of vinyl plastic Identification Cards (ID) for newly registered senior citizens; WHEREAS, Sub-Paragraph 5.5, Article 4 of the Implementing Rules and Regulations of Republic Act 7432 otherwise known as "An Act To Maximize The Contribution of Senior Citizens To Nation Building, Grant Benefits and Special Privileges And For Other Purposes," mandates that National Identification Cards (ID Cards) shall be provided for free by the Department of Social Welfare and Development and issued through the Office of the Senior Citizens Affairs (OSCA); WHEREAS, premises considered, it is therefore imperatively necessary to immediately rescind the above-cited ordinance to conform to the mandate enunciated under Republic Act No. 7432; NOW, THEREFORE, Be it ordained by the Sangguniang Panlungsod (14th City Council) of Pagadian City in session assembled that: SECTION 1. City Ordinance No. 2021-472, entitled: "An Ordinance Providing For The Collection Of Fees In The Amount Of Forty Pesos (P40.00) Intended For The Issuance Of Vinyl Plastic Identification Cards (ID) For Newly Registered Senior Citizens In The City Of Pagadian," is hereby repealed and/or rescinded. SECTION 2. Effectivity. - This ordinance shall take effect immediately upon its approval. ENACTED AND APPROVED by the Sangguniang Panlungsod (14th City Council) during its 36th Regular Session on 24 May 2023 at the SP Session Hall, 4th Floor City Commercial Center (C3), Santiago District, Pagadian City.
