Lim, Jr., M.D. "AN ORDINANCE CREATING VARIOUS POSITIONS IN THE PLANTILLA OF PERSONNEL OF THE CITY GOVERNMENT OF PAGADIAN SPECIFICALLY UNDER THE PAGADIAN CITY INFIRMARY, CITY LEGAL OFFICE AND OFFICE OF THE CITY ENGINEER; SETTING THE QUALIFICATION REQUIREMENTS; DEFINING THE DUTIES, RESPONSIBILITIES, AND FUNCTIONS THERETO ATTACHED; AND PROVIDING FUNDS THEREOF" Be it ordained by the Sangguniang Panlungsod (14th City Council) of Pagadian City in session assembled, that: SECTION 1. - Creation. - There is hereby created and incorporated in the Plantilla of Personnel of the City Government of Pagadian the hereunder enumerated and specified personnel positions, viz: Pagadian City Infirmary: a.1. One (1) Medical Officer III, Salary Grade 21 a.2. One (1) Medical Officer I, Salary Grade 16 a.3. Four (4) Nurse 1, Salary Grade 15/Step 1 a.4. Two (2) Ward Assistant, Salary Grade 7 City Legal Office: b.1. One (1) Attorney II, Salary Grade 18 b.2. One (1) Attorney I, Salary Grade 16 b.3 One (1) Legal Assistant, Salary Grade 7 Office of the City Engineer c.1. One (1) Engineer I (Mechanical Engineer) Salary Grade 12 SECTION 2. - Duties, Functions and Responsibilities. - The above created personnel positions shall be invested with the discharge of the following duties, functions and responsibilities, to wit: Office/Division: Pagadian City Infirmary Medical Officer III, Salary Grade 21 Duties, Functions & Responsibilities: Perform surgeries and other medical procedures, including administering anesthesia during surgery; Maintain records of patient visits and treatment plans in order to track patient progress. Medical Officer I, Salary Grade 16 Duties, Functions & Responsibilities: Perform surgeries and other medical procedures, including administering anesthesia during surgery; Maintain records of patient visits and treatment plans in order to track patient progress. Nurse 1, Salary Grade 15 Duties, Functions & Responsibilities: Responsible for managing the individualized patient care by promoting and restoring patient's health through the nursing process; Collaborate with the physicians and multidisciplinary team members; Provide physical and psychological support to patients, friends and families. Ward Assistant, Salary Grade 7 Duties, Functions & Responsibilities: Assist patients in and out of ambulance, cars and other vehicles; Transfer patients' files and x-rays between departments, specimens to laboratories; Make sure that an adequate supply of clean clothing and linen is available for the patient and that soiled items are removed and cleaned. Attend emergency cardiac arrest calls, fire and other urgent situations within the hospital, grounds and patient restraint; Perform all other duties as assigned. Office/Division: City Legal Office Attorney II, Salary Grade 18 Provide legal advice and counsel to an organization in support of activities and transactions; Research and interpret existing laws and regulations and anticipated changes to laws to guide, informed decisions and reduce risk; Prepare and review various agreements, contracts and other legal documents; and Such other matters where legal counsel is required. Attorney I, Salary Grade 16 Provide legal advice and counsel to an organization in support of activities and transactions; Research and interpret existing laws and regulations and anticipated changes to laws to guide, informed decisions and reduce risk; Prepare and review various agreements, contracts and other legal documents; and Such other matters where legal counsel is required. Lega Assistant II, Salary Grade 12 Undertake in-depth research into any aspect of the law; Gather and analyze research data, such as statutes, decisions, legal articles, codes and documents; Draft and prepare pleadings and other legal documents such as petitions, motions, complaints, appeals, affidavits, letters, among others; and Prepare correspondence, documents and other relevant files necessary. Office/Division: City Engineer's Office Engineer I (Mechanical Engineer), Salary Grade 12 Identify deficiencies in mechanical processes and develop improvements; Design and develop prototypes; Supervise the development or computer-aided design (CAD) Project drawings; Develop, initiate and manage all phases of projects; and Prepare documentation of critical analysis and provide suggestions for correcting errors. SECTION 3. - Qualification Requirements. - Appointees to the position shall possess and satisfactorily comply with the minimum qualifications on education, eligibility, training and work experience as may be stipulated for the position in the Qualification Standards or shall be determined with reference to the existing Position Classification and Pay Plan of the Civil Service Commission. SECTION 4. - Appointments. - Appointments to the positions herein created shall be issued by the Office of the City Chief Executive in accordance with the provisions of Republic Act 7160, otherwise known as "The Local Government Code of 1991." SECTION 5. - Funding Allocation. - Funding for the salaries and other personal benefits of the above-mentioned positions for the period November 1, 2022 to December 31, 2022 (2 months) in the amount of Seven Hundred Fifty Seven Thousand Three Hundred Thirty Eight (P757,338.00) Pesos only shall be sourced out of savings from the vacant funded positions of the Pagadian City Infirmary (Account No. 4421), City Legal Office (Account No. 1131) and City Engineer's Office (Account No. 8751) respectively. Thereafter, the salaries and other mandatory benefits of the created various positions shall be incorporated in the annual budget of the City Government of Pagadian under the aforesaid offices for the ensuing year. SECTION 7. - Effectivity. - This Ordinance shall take effect immediately upon its approval.
