ORDINANCE NO: 2022-501 Authored by Honorable Sam Tyra F. Co "AN ORDINANCE NAMING THE ENTIRE STRETCH OF UPPER LUMBOY, BARANGAY TUBURAN, THIS CITY, AS GOVERNOR BIENVENIDO A. EBARLE STREET" WHEREAS, the stretch of Upper Lumboy, Barangay Tuburan, this City has for years now existed with no street name; WHEREAS, the subject thoroughfare measures about 4 meters wide and 150 meters long from Pagadian Cemetery Road down to the National Highway (Rizal Avenue); WHEREAS, Paragraph b, Section 13 of R.A. 7160, otherwise known as "The Local Government Code of 1991, confers upon the Sangguniang Panlungsod the power to name or change the name of its barangays' public places, streets and structures; WHEREAS, this body finds it proper and fitting that the said public passage be named in honor of a well-known public servant in the person of the late Atty. BIENVENIDO A. EBARLE who became the first elected Governor of the Province of Zamboanga del Sur, Batas Pambansa Assemblyman, appointed Judge of the then Court of the First Instance (CFI), now the Regional Trial Court (RTC), among others, during the administration of the late President Ferdinand E. Marcos; moreover, he was the father of incumbent Department of Labor (DOLE) Undersecretary Renato Ebarle who used to reside at Upper Lumboy, this City. NOW THEREFORE, be it ordained by the 13th City Council of the City of Pagadian in session assembled, that: SECTION 1. The entire stretch of Upper Lumboy, Barangay Tuburan Pagadian City is henceforth named as "GOVERNOR BIENVENIDO A. EBARLE" Street. SECTION 2. The old name "Upper Lumboy" should be placed beneath the aforementioned street name in the signage to facilitate the delivery of postal matter and service as a direct guide for people accustomed to its former name. SECTION 3. The Office of the Secretary to the Sangguniang Panlungsod is hereby mandated to duly inform and provide the National Historical Institute and the Philippine Postal Corporation, copies of this Ordinance for their information and guidance. SECTION 4. This Ordinance shall take effect immediately upon its approval.
