"AN ORDINANCE FIXING THE RATES OF FEES AND CHARGES AT THE PAGADIAN CITY INFIRMARY, SITUATED AT BARANGAY DANLUGAN, THIS CITY"
WHEREAS, Section 16 of the Republic Act (RA) No. 7160, otherwise known as the Local Government Code of 191, provides that every local government unit shall, among other things, promote health and safety of their inhabitants, while Section 153 of the same Code empowers the local government units to impose and collect such reasonable fees and charges for services rendered;
WHEREAS, the City Government of Pagadian is resolute in attaining social improvements and better quality of life for its inhabitants, embarking on programs and projects that uphold efforts to protect the general welfare and provide efficient delivery of health services to its citizens, particularly those classified as underprivileged;
NOW, THEREFORE, the Sangguniang Panlungsod of the City of Pagadian in session assembled do ordain, as it hereby ordains that:
Section 1. Title - This Ordinance shall be known as "An Ordinance Fixing The Rates Of Fees And Charges At The Pagadian City Infirmary, Situated At Barangay Danlugan, This City."
Section 2. Fees and Charges. There are hereby established the rates of fees and charges enumerated hereunder for services rendered and medicines administered at the Pagadian City Infirmary, the cost of which shall be assessed and collected for all in-patient and out-patient clients, viz:

Section 3. The Hospital Administrator or the Chief of Hospital of Pagadian City Infirmary shall formulate rules and regulations for the smooth implementation of this Ordinance including, but not limited to, the establishment of policies for the efficient billing and collection of charges and fees, proper assessment and classification of clients and adjustment of rate herein established from time to time without necessity of amending this Ordinance.
Section 4. Separability Clause - If for any reasons, any provision of this Ordinance is declared invalid or unconstitutional by a court of competent jurisdiction, the remaining parts thereof not affected thereby shall continue to be in full force and effect.
Section 5. Repealing Clause - All Ordinances, Resolutions, Executive Orders, Memoranda and Administrative Regulations or part thereof in conflict or inconsistent with the provisions of this Ordinance are thereby repealed, amended or modified accordingly.
Section 6. Effectivity Clause - This Ordinance shall take effect after posting for a period of fifteen (15) days in two (2) conspicuous public places of the City of Pagadian.
