Co "AN ORDINANCE OFFICIALLY NAMING THE SANDBAR WITHIN THE MUNICIPAL WATERS OF PAGADIAN CITY AS "ISLA PUTING BALAS" WHEREAS, Section 16, Article II of the 1987 Constitution enshrines the state policy of protecting and advancing the people's right to a balanced and healthful society in accordance with the rhythm and harmony of nature;w WHEREAS, the sandbar located within the Municipal Waters of Pagadian City deserves to be identified, such that the act of officially naming the same will serve as a guiding mechanism, for its rightful use, enjoyment and protection pursuant to various environmental laws which are consistent with the necessity of maintaining a sound ecological balance, and protecting and enhancing the quality of the environment, and the objective of making the exploration, development and utilization of such natural resources equitably accessible to the different segments of the present as well as the future generations; NOW, THEREFORE, premises considered by the powers vested in the Sangguniang Panlungsod under Section 13, Book I of the R.A. 7160, otherwise known as the Local Government Code of 1991; Be it Ordained by the Sangguniang Panlungsod in Session Assembled that: SECTION 1. - That the Sandbar situated within the Municipal Waters of Pagadian City shall henceforth be named and officially referred to as the "Isla Puting Balas." SECTION 2. - For this purpose, the Office of the Secretary to the Sanggunian is hereby mandated to duly inform and provide the Office of the President through the Executive Secretary, the National Historical Institute of the Philippines, and the Philippine Postal Corporation, among others, with copies of this Ordinance for their information and reference.
