Asugas "AN ORDINANCE PROVIDING FOR THE COLLECTION OF FEES IN THE AMOUNT OF FORTY PESOS (P40.00) INTENDED FOR THE ISSUANCE OF VINYL PLASTIC IDENTIFICATION CARDS (ID) FOR NEWLY REGISTERED SENIOR CITIZENS IN THE CITY OF PAGADIAN" WHEREAS, Section 2 of Republic Act No. 9994, otherwise known as the "Expanded Senior Citizens Act of 2010" provides that it shall be the policy of the State to establish mechanisms whereby the contributions of the senior citizens may be maximized, to adopt measures whereby our senior citizens are assisted and appreciated by the community as a whole, and to establish a program beneficial to senior citizens, their families, and the rest of the community they serve; WHEREAS, the City of Pagadian recognizes the objectives of the "Expanded Senior Citizens Act of 2010" and its mandate to recognize the rights of senior citizens to take their proper place in society and make it a concern of the family, community, and government and to give full support to the improvement of the total well-being of the elderly and their full participation in society, considering that senior citizens are integral part of Philippine society; WHEREAS, there is a need to prescribe for Senior Citizen's Identification Card (ID) to determine and establish a more accurate and reliable data of registered resident senior citizens of this city, as well as to encourage those senior citizens who are presently residing in our city but are not yet registered to have themselves registered with the Office of the Senior Citizens Affairs (OSCA) of Pagadian City. WHEREAS, to cover the standard specification on the issuance of vinyl plastic identification cards (ID) for newly registered senior citizens as to the cost of the printing which includes the computer ink and the plastic card, a minimal amount of Php 40.00 is deemed necessary. NOW, THEREFORE, the Sangguniang Panlungsod of the City of Pagadian in session assembled do ordain, as it hereby ordains that: SECTION 1. - TITLE. - This Ordinance shall be known as "AN ORDINANCE PROVIDING FOR THE COLLECTION OF FEES IN THE AMOUNT OF FORTY PESOS (P40.00) INTENDED FOR THE ISSUANCE OF VINYL PLASTIC IDENTIFICATION CARDS (ID) FOR NEWLY REGISTERED SENIOR CITIZENS IN THE CITY OF PAGADIAN." SECTION 2. - SCOPE AND COVERAGE. - This Ordinance shall cover all newly registered senior citizens of Pagadian City. SECTION 3. -? OBJECTIVES. - This Ordinance primarily aims to collect a minimal amount to help defray expenditures for the issuance of vinyl plastic identification cards for newly registered senior citizens. It likewise aims to help the Pagadian City-Office for Senior Citizens Affairs (OSCA) to be able to secure a more accurate data and information on existing senior citizens that are residing in our city. SECTION 4. - DEFINITION OF TERMS. - For purposes of this Ordinance, the following words and/or phrases shall be construed to mean as follows: SENIOR CITIZEN OR ELDERLY - refers to any Filipino citizen who is a resident of the Philippines, and who is sixty (60) years old and above. It may apply to senior citizens with "dual citizenship" status provided they prove their Filipino citizenship and have at least six (6) months residency in the Philippines; I R R - means Implementing Rules and Regulations as defined and understood under Republic Act No. 9994, otherwise known as the "Expanded Senior Citizens Act of 2010; Senior Citizen ID?- refers to the?card?issued by the Office of the Senior Citizens Affairs (OSCA) of the city where the?elderly?individual lives. This locally-issued?ID?is honored nationwide; Vinyl Type - (Polyvinyl Chloride?or?PVC), is the world's most versatile?plastic, used to make everything from food wrap to auto body parts. Vinyl is composed of two simple building blocks:?Chlorine, based on common?salt, and?Ethylene, from crude oil; OSCA - Office for Senior Citizens Affairs; CSWDO - City Social Welfare Development Office; SECTION 5 - PERSONAL VERIFICATION. - It is preferred that all senior citizens who are applying for first time registration to personally apply at the Office of the Senior Citizens Affairs (OSCA) for personal verification purposes. The CSWDO or Barangay Health Workers and/or the Barangay Senior Citizens Desk Officers shall assist and ensure the registration and/or replacement of IDs of an individual senior citizen who, for reason of infirmity, can no longer physically go to the OSCA. SECTION 6 - ISSUANCE/STANDARD SPECIFICATIONS AND FEE/CHARGE OF PAGADIAN CITY SENIOR CITIZENS IDENTIFICATION CARD. - A Senior Citizens Identification Card (Senior Citizens ID) is hereby prescribed with a standard specification that it shall be a Polyvinyl Chloride (PVC) material plastic identification cards (ID). Only those newly registered senior citizens who are resident of the City of Pagadian shall be issued with a Polyvinyl Chloride (PVC) Identification Card (ID) upon payment of a minimal amount of Php 40.00 to cover the cost of the printing which includes the computer ink and the plastic card. SECTION 7 - IMPLEMENTING OFFICE. - The fees imposed herein shall be paid to the Office of the Senior Citizens Affairs (OSCA) under the City Social Welfare and Development Office, and the corresponding receipts for the collection thereof shall be issued for accounting and auditing purposes. SECTION 8 - REPEALING CLAUSE. - All orders, memoranda, rules and regulations, or any part or parts hereof, inconsistent with the provisions of this Ordinance are hereby revoked or modified accordingly. SECTION 9 - SEPARABILITY CLAUSE - If, for any reason, a provision of this Ordinance is declared invalid or unconstitutional, all other provisions hereof not affected thereby shall continue to be in full force and effect. SECTION 10 - EFFECTIVITY CLAUSE - This Ordinance shall take effect fifteen (15) days after its publication in a local newspaper of general circulation in the city.
