ORDINANCE NO: 2021-470 Sponsored by: Committee on Finance and Appropriations "AN ORDINANCE REINSTATING AND/OR RESTORING IN THE PLANTILLA OF PERSONNEL OF THE CITY GOVERNMENT OF PAGADIAN UNDER THE CITY DISASTER RISK REDUCTION AND MANAGEMENT OFFICE-OFFICE OF THE CITY MAYOR THE FOLLOWING POSITIONS, NAMELY: OF ONE (1) LOCAL DISASTER RISK REDUCTION MANAGEMENT ASSISTANT, SALARY GRADE 8; ONE (1) LOCAL DISASTER RISK REDUCTION MANAGEMENT OFFICER I, SALARY GRADE 11; ONE (1) LOCAL DISASTER RISK REDUCTION MANAGEMENT OFFICER II, SALARY GRADE 15; AND ONE (1) LOCAL DISASTER RISK REDUCTION MANAGEMENT OFFICER IV, SALARY GRADE 22; DEFINING ITS DUTIES, FUNCTIONS AND RESPONSIBILITIES AND PROVIDING FUNDS THEREFOR" WHEREAS, it can be recalled that various positions in the City Disaster Risk Reduction and Management Office under the Office of the City Mayor which have remained vacant for a period of two (2) years were removed/deleted from the plantilla of personnel of the City Government of Pagadian pursuant to the provisions of DBM Local Budget Memorandum Circular No. 75; WHEREAS, the Commission on Audit, by virtue of its Audit Observation Memorandum No. 2021-08 (2020), dated 15 February 2021, issued an adverse finding concerning the City Government's non-compliance to the requirement of Rule 6, Sections 2 and 3 of the Implementing Rules and Regulations of Republic Act No. 10121 and Items 5.2., 5.3 and 5.4 of the National Disaster Risk Reduction and Management Council-Department of the Interior and Local Government-Department of Budget and Management-Civil Service Commission Joint Memorandum Circular No. 2014-1, dated April 04, 2014, otherwise known as the "Implementing Guidelines for the Establishment of Local DRRM Offices or Barangay DRRM Committees in Local Government Units," with a recommendation to prioritize the establishment of the CDRRMO by duly filling up the positions of the CDRRM Officer and staff, being mandatory positions that will provide adequate support to the various City DRRM activities; WHEREAS, in view thereof, there is an urgent need to reinstate the attendant positions in the plantilla of personnel of the City Government of Pagadian, and provide the corresponding appropriations for the same; Be it ordained by the Sangguniang Panlungsod (13th City Council) of Pagadian City in session assembled that: SECTION 1. Personnel Complement. The following positions enumerated herein are hereby restored to form part of Personnel Staff under the City Disaster Risk Reduction Management Office (CDRRMO), which will be invested with the corresponding powers, duties, functions and responsibilities, viz: City Disaster Risk Reduction Management Officer IV, Salary Grade 22/1 A.1) Manage and supervise the CDRRMO in the implementation of emergency measures before, during and in the aftermath of man-made and natural calamities in order to protect the inhabitants from the harmful effects; A.2) Submit a report to the Office of the City Mayor regularly and particularly when man-made and natural disasters or calamities affect the general welfare of the City; A.3) Organize, train and supervise the local emergency response teams and the Accredited Community Disaster Volunteers (ACDVs), ensuring that humanitarian aid workers are equipped with basic skills to assist mothers to breastfeed; A.4) Manage in responding the adverse effects of emergencies and carry out recovery activities in the affected area, ensuring that there is an efficient mechanism for immediate delivery of food, shelter and medical supplies for women and children, endeavor to create a special place where internally-displaced mothers can find help with breastfeeding, feeds and care for their babies and give support to each other; A.5) Recommends through the CDRRMC the enactment of ordinance/s consistent with the requirement of this Act, and implement policies, approved plans and programs of the CDRRMC consistent with the policies and guidelines laid down in this Ordinance; A.6) Prepare and submit, through the CDRRMC and the CDC, the report on the utilization of the CDRRMF and other dedicated disaster risk reduction and management resources to the Local Commission on Audit, copy furnish the Regional Director of the OCD and Local Government Operations Officer of the DILG; and; A.7) Act on the other matters that may be authorized by the CDRRMC. B.) City Disaster Risk Reduction Management Officer II, Salary Grade 15/1 B.1) Design program and coordinate disaster risk reduction and management activities consistent with the National Council's standard and guidelines; B.2) Facilitate and support risk assessments and contingency planning activities in the City; B.3) Consolidate local disaster risk information which includes natural hazards, vulnerabilities, and climate change risk and maintain a local risk map; B.4) Formulate and implement a comprehensive and integrated CDRRMP in accordance with the national, regional and provincial framework, and policies on disaster risk reduction in close coordination with the City Development Councils; B.5) Prepare and submit to the Sangguniang Panlungsod through the CDRRMC and the CDC the annual CDRRMO plan and budget, the proposed programming of the CDRRMC, other dedicated disaster risk reduction and management resources, and other regular funding source/s and budgetary support of the CDRRMO; B.6) Maintain a database of human resource, equipment, directories, and location of critical infrastructures and location of critical infrastructure and their capacities such as hospitals and evacuation centers. C.) City Disaster Risk Reduction Management Officer 1, Salary Grade 11/1 C.1) Organize and conduct training, orientation and knowledge management activities on disaster risk reduction and management in the city; C.2) Operate a multi-hazard early warning device system, linked to disaster risk reduction to provide accurate and timely advice to national or local emergency response organizations and to the general public, through diverse mass media, particularly radio, landline communications, and any other means of communications within rural communities; C.3) Conduct continuous disaster monitoring and mobilize instrumentalities and entities of the City Government of Pagadian, Civil Society Organization (CSO), private groups and organized volunteers, to utilize their facilities and resources for their protection and preservation of life and properties during emergencies in accordance with existing policies and procedures; C.4) Develop, strengthen and operationalize mechanisms for partnership or networking with the private sector, CSOs and volunteer groups; C.5) Take all necessary steps on continuing basis to maintain, or arrange the provision of, or to otherwise make available, suitably trained and competent personnel for effective civil defense and disaster risk reduction and management in the city; D.) City Disaster Risk Reduction Management Assistant, Salary Grade 8/1 D.1) In coordination with the different standing committees of the CDRRMC, prepares plans and strategies for evacuation and relief operations; D.2) Conduct research and studies for the different places within the territorial jurisdiction of the City to determine whether it is hazardous and disaster risk; D.3) Prepare plans and strategies for disaster risk places to prevent loss of life during calamities; D.4) Prepare the accomplishment report for submission to the proper authorities; D.5) Perform such other functions that may be assigned from time to time by the immediate supervisor. SECTION 2. Requirements on Education, Eligibility and work experience. Pursuant to the Position Classification and Pay Plan of the Civil Service Commission, the basic requirements of having a Bachelor's Degree and work experiences relevant to the position and eligibility requirements shall be satisfied in each of the position; SECTION 3. Funding Allocation. Funding for the salary as well as the other personal benefits attached to the above-mentioned positions shall be provided for in the Supplemental Budget. Thereafter, the salaries thereof shall be regularly incorporated in the Annual Budget of the Office of the CDRRMO for the ensuing years. SECTION 4. This Ordinance shall take effect immediately upon approval.
