ORDINANCE NO: 2018-408 (Sponsor: Committee on Laws, Rules, & Policy Formulation) "AN ORDINANCE REINSTATING IN THE PLANTILLA OF PERSONNEL OF THE CITY GOVERNMENT OF PAGADIAN UNDER THE SANGGUNIANG PANLUNGSOD THE FOLLOWING POSITIONS, NAMELY: SANGGUNIANG PANLUNGSOD MEMBER 1, SALARY GRADE 25; EXECUTIVE ASSISTANT I, SALARY GRADE 14; PRIVATE SECRETARY I, SALARY GRADE 11; SECURITY AGENT I, SALARY GRADE 8; AND TWO (2) DRIVER I, SALARY GRADE 3; AND PROVIDING FUNDS THEREFORE" WHEREAS, following the synchronized Barangay and Sangguniang Kabataan election last 14 May 2018, the Sangguniang Kabataan Federation of Pagadian City, pursuant to the mandate of Republic Act No. 10742, otherwise known as "An Act Establishing Reforms In The Sangguniang Kabataan," was established and organized after having elected the officers of the SK-City Federated last 29 May 2018; WHEREAS, Paragraph (a) of Section 22 of Republic Act 10742 provides that the duly elected President of the SK Federation shall serve as Ex-Officio Member of the Sangguniang Panlungsod; WHEREAS, it may be recalled that for a while there was no representation of the Sangguniang Kabataan Federation in the Sangguniang Panlungsod with the expiration of the term of the former incumbents such that the position of Sangguniang Panlungsod Member I (Sangguniang Kabataan Federated President) including the six (6) members of the personal staff as provided under City Ordinance No. 2010-308 otherwise known as "The Rules of Procedure of the Sangguniang Panlungsod" were not provided funding and were eventually removed/deleted from the plantilla of personnel of the City Government of Pagadian pursuant to DBM Local Budget Memorandum Circular No. 75; WHEREAS, with the assumption and recognition of the duly elected and qualified City Federation President of the Sangguniang Kabataan there is the urgent need to reestablish the attendant positions as stipulated in section 1(b), Rule II of City Ordinance No. 2010-308, as amended, and provide the corresponding appropriations for the same; Be it ordained by the Sangguniang Panlungsod 12th City Council of the City of Pagadian in session assembled, that; Section 1. Positions Created.- The hereunder personnel positions are hereby incorporated to the current Personnel Schedule under the Sangguniang Panlungsod of the City Government of Pagadian effective 01 July 2018, namely: One (1) Sangguniang Panlungsod Member I Salary Grade 25 One (1) Executive Assistant I Salary Grade 14 One (1) Private Secretary I Salary Grade 11 One (1) Security Agent I Salary Grade 8 Two (2) Driver I Salary Grade 3 Section 2. Requirements on Education, Eligibility and Work Experience.- As basis in the appointment of the personal staff, namely: Executive Assistant I; Private Secretary I, Security Agent I and Driver I; the basic requirements for education and eligibility shall be determined with reference to the existing position classification and pay plan of the Civil Service Commission. Section 3.
