ORDINANCE NO: 2017-390 (Author: Honorable Mendato B. Marcaban) "AN ORDINANCE PROVIDING FOR THE GRANT OF RECOGNITION AND MONETARY INCENTIVES TO "LUMAD PAGADIANONS" WHO ARE DECLARED AND RANKED WITHIN THE TOP TEN (10) PASSERS OF LICENSURE EXAMINATIONS UNDERTAKEN BY THE PROFESSIONAL REGULATIONS COMMISSION (PRC) AND/OR THE SUPREME COURT OF THE PHILIPPINES FOR THE PHILIPPINE BAR EXAMINATIONS" WHEREAS, observation has it that many city residents have excelled in their chosen field of study by ranking among the top ten (10) passers of any board examination undertaken by the Professional Regulations Commission (PRC) as well as the bar examination undertaken by the Supreme Court of the Philippines; WHEREAS, it is not, however, an overstatement that such feats bring honor not only to their respective families but also to the entire City of Pagadian for which proper acknowledgement and recognition from the all Pagadianons is most appropriate; WHEREAS, the City Government, in demonstrating its gratefulness and gratitude for the distinction and honor these accomplishments bring to the City of Pagadian, finds it imperative to recognize these contributions by granting monetary incentive-an act which will encourage upcoming or would-be examinees to look forward and strive hard to excel in their respective fields of study; WHEREAS, similarly, the City Government of Pagadian through the City Library Division which is presently under the Office of the City Administrator, by this ordinance, may be able to establish and maintain a database for city residents who have brought honor and distinction to the city as one among the top ten (10) passers of government examination undertaken by the Professional Regulation Commission and the Supreme Court of the Philippines for reference and posterity; NOW, THEREFORE, the Sangguniang Panlungsod of the City of Pagadian do ordain, as it hereby ordains that: Section 1. TITLE. - This Ordinance shall be known as "An Ordinance Providing for the Grant of Recognition and Monetary Incentives to "Lumad Pagadianons" who are Declared and Ranked within the Top Ten (10) Passers of Licensure Examinations undertaken by the Professional Regulations Commission (PRC) and/or the Supreme Court of the Philippines for the Philippine Bar Examinations." Section 2. PURPOSE. - This Ordinance is enacted purposely to: officially acknowledge and recognize city residents who have excelled in their field of study by ranking among the top ten (10) passers in the Philippine Bar Examination undertaken by the Supreme Court of Philippines and/or any board examination undertaken by the Professional Regulations Commission; establish and maintain database of those top ten (10) bar and/or board passers who are born, raised and are current residents of the city; Section 3. WHO MAY QUALIFY. - The entitlement, as contemplated in this ordinance, shall be available and open to all persons who are born, raised and currently residing in Pagadian City (Lumad Pagadianon). Section 4. PLAQUE OF COMMENDATION AND MONETARY INCENTIVE. - For all intents and purposes, the City Government of Pagadian through the Honorable City Mayor shall confer a Plaque of Commendation-pursuant to a Sangguniang Panlungsod Resolution recognizing the achievement-and award a Cash Incentive in the amount of Twenty Thousand (P20,000.00) Pesos. Provided that such Plaque and monetary gift shall be formally presented on occasion of the celebration of the Araw ng Pagadian (City Charter Day anniversary). Section 5. ESTABLISHMENT AND MAINTENANCE OF A DATABASE. - It shall be the responsibility of the City Library Division, Office of the City Administrator, to establish and maintain a databank of city residents who have ranked among the top ten (10) passers of the Philippine Bar Examinations undertaken by the Supreme Court of the Philippines and/or any licensure examination conducted by the Professional Regulations Commission, for documentation and record purposes. Section 6: EFFECTIVITY. - This Ordinance shall take effect immediately upon the approval. Sagun Street, San Francisco District, Pagadian City.
