"AN ORDINANCE SETTING THE RATES OF ALLOWABLE FOOD EXPENSE FOR IN-HOUSE TRAININGS, SEMINARS AND/OR WORKSHOPS; MEAL ALLOWANCE FOR THE OFFICIAL ATTENDANCE/PARTICIPATION TO SIMILAR ACTIVITIES CONDUCTED WITHIN THE RADIUS OF FIFTY (50) KILOMETERS FROM THE CITY; AND THE PROVISIONS FOR DAILY ALLOWANCE OR ASSISTANCE GRANTABLE/PAYABLE TO OFFICIAL REPRESENTATIVES OF THE CITY GOVERNMENT TO NATIONAL AND REGIONAL ACADEMIC, CULTURAL AND SPORTS COMPETITIONS"
Be it ordained by the Sangguniang Panlungsod (12th City Council) of Pagadian City in session assembled that:
Section 1. - Objective. - This Ordinance shall set for the City Government of Pagadian the specific rates and ceiling for the following purposes, to wit:
Food Expense for participants to in-house trainings, seminars and/or workshops that will be conducted by the City Government;
Meal Allowance payable to officially designated participants to trainings, seminars and/or workshops conducted by officially accredited private organizations and/or government agencies that are held within a radius of fifty (50) kilometers from the City Hall of Pagadian; and
Daily Allowance or Assistance grantable/payable to participants in national and regional academic, cultural and sports competitions.
SECTION 2. - Qualified Beneficiaries. - The following may be accorded benefits as provided in this ordinance:
Barangay Officials and Barangay Workers such as, but not limited to members of the Barangay Emergency Response Team (BERT) and Barangay Tanods; Barangay Nutrition Scholars (BNS); Barangay Health Workers (BHW); Day Care Workers; Barangay Service Point Officers (BSPO); and Bantay Dagat volunteers who are officially authorized and designated to attend or participate in trainings, workshops and seminars conducted by the City Government or by any government agency or recognized private organization that are held within a 50-Kilometer Radius from the City of Pagadian; and
Teachers, coaches, advisers, pupils and/or students of elementary and secondary private and public schools who shall be officially representing the City of Pagadian in any national and regional academic, cultural and sports competitions or activities;
SECTION 3. - Rates of Allowances. - Each officially authorized participant may be entitled to collect allowances based on the rates herein described, to wit:
Meal allowance of Seventy-Five (P75.00) per meal but not to exceed Two Hundred Twenty-Five (P225.00) Pesos per day may be granted to or availed of by participants to trainings, seminars and/or workshops conducted by government agencies or accredited private organizations when such activity is held in a venue within the radius of Fifty (50) kilometers from the City of Pagadian;
The amount stipulated in the preceding sub-section shall be the basis for the appropriation/allocation of meal expenses on a per person basis for all in-house trainings, seminars and/or workshops that may be conducted by the City Government in relation to the implementation of priority programs, projects and advocacies of government.
Daily allowance/assistance of Eighty (P80.00) Pesos per meal but shall not exceed Two Hundred Forty (P240.00) Pesos per day may be granted to and availed of by authorized representatives of the City to national and regional academic, cultural and sports competitions or activities.
SECTION 4. - Appropriation. - The above-referred rates when granted and/or extended shall be sourced out and charged to appropriate local funds subject to the usual budgeting, accounting and auditing regulations
SECTION 5. - Effectivity. - This Ordinance shall take effect immediately upon its approval.
ENACTED AND APPROVED by the 12th City Council of Pagadian City during its 43rd Regular Session held on 28 June 2017 at the Sangguniang Panlungsod Session Hall, Pagadian City.
