ORDINANCE NO: 2017-368 (Sponsor: Honorable Ricardo S. Alajeno) "AN ORDINANCE ADOPTING THE SEAL OF GOOD HOUSEKEEPING IN ALL BARANGAYS OF PAGADIAN CITY" In response to the national government's call for good local governance, the Pagadian City Administration is pushing for a participatory governance focusing on deepened democratic engagement through the participation of citizens in the processes of governance with the City government. The Local Government of Pagadian City will initiate the Pagadian City Seal of Good Housekeeping (PCSGH) to aggressively institutionalize the fundamentals of good governance essential to Barangay Public Administration and Development. Pursuant to Department of the Interior and Local Government (DILG) Memorandum Circular No. 2012-78, the Seal of Good Housekeeping (SGH) advances the primacy of performance, accountability, transparency and participation; these are considered the strategic foundations of a responsible local government; In support and to be responsive to this kind of engagement and the efforts toward public accountability and transparency, the current leadership of Pagadian City will be further implementing the Seal of Good Housekeeping in all fifty four (54) Barangays of the City. The program seeks to encourage all Barangays within the jurisdiction of Pagadian City to aspire for excellence and aggressively scale up interventions aimed at the practice of good governance; The Pagadian City government is highly committed to the virtue of competent local governance especially at the Barangay level; The adoption of the Seal of Good Housekeeping entails the observance of transparency and accountability through the espousal of the DILG's Barangay Full Disclosure Policy regarding the local budget and finances, and the posting of bids and public offering in three (3) conspicuous places as well as the localized Full Disclosure Policy Portal. NOW THEREFORE, be it ordained by the Sangguniang Panlungsod of the City of Pagadian in a Regular Session that:? SECTION 1. COVERAGE. - All fifty-four (54) Barangays under the territorial and political jurisdiction of Pagadian City shall be covered by this ordinance. SECTION 2. LEVELS OF THE SEAL. - The implementation of the awards will be based on the following levels: (1) Gawad sa Huwarang Pamamahala Award; and (2) Dangal ng Lungsod Award, with each having the following assessment criteria, to wit: GAWAD SA HUWARANG PAMAMAHALA AWARD - (SECOND LEVEL OF THE SEAL): Transparent Governance. Full Compliance with the Barangay Full Disclosure Policy of the local budget and finances, and the posting of bids and public offerings in both three (3) conspicuous places as well as at the localized Full Disclosure Policy Portal. Effective Governance. With at least an 80% average rating in the DILG Barangay Governance Performance Management System (BGPMS). With at least an 80% average rating in the Pagadian City Barangay Legislative Services Assessment. Compliance to Republic Act No. 9485 or the Anti-Red Tape Act. Accountable Governance. The opinion rendered by the Commission on Audit regarding the Local Government Unit's financial statements for the immediate preceding year. DANGAL NG LUNGSOD AWARD - (HIGHEST LEVEL OF THE SEAL): Transparent Governance. Full Compliance with the Barangay Full Disclosure Policy of the local budget and finances, and the posting of bids and public offerings in both three (3) conspicuous places as well as at the localized Full Disclosure Policy Portal. Organized and functional Bids and Awards Committee pursuant to the Implementing Rules and Regulation (IRR) of RA 9184 otherwise known as the Government Procurement Reform Act. Compliance with the on-line procurement system under the Philippine Government Electronic Procurement System. Effective Governance. Above an 81% rating in the DILG Barangay Governance Performance Management System (BGPMS. With at least an 80% average rating in the Pagadian City Barangay Legislative Services Assessment. Compliance to the Mandatory Implementation of the 20% Economic Development Plan per JMC No. 2011-11 of the DILG and DBM. Compliance to Republic Act No. 9485 or the Anti-Red Tape Act. Compliance of Barangay Annual Budget within the Budget Calendar Period. Innovator of a Barangay Best Practice. c. Accountable Governance. Updated Barangay book of accounts of the City Bookkeeper. The opinion rendered by the Commission on Audit regarding the Local Government Unit's financial statements for the immediate preceding year. Participatory Governance. Functionality of the mandatory Barangay Based Institutions: Barangay Peace and Order Committee (BPOC), Barangay Development Council (BDC), Barangay Anti-Drug Abuse Council (BADAC), Barangay Ecological Solid Waste Management Committee (BSWMC), Barangay Council for the Protection of Children (BCPC), and Gender and Development (GAD). Linkages with People's or Non-Government Organizations through joint venture or cooperative arrangements in the delivery of basic services, capability building livelihood projects, agriculture and other socio-economic development endeavors. SECTION 3. Barangays with the Seal of Good Housekeeping shall be entitled to receive CASH REWARD as a support fund to finance local development initiatives in furtherance of both national and local government goals and strategic thrusts. SECTION 4. TECHNICAL WORKING GROUP: A. Creation of Technical Working Group - There shall be created a Technical Working Group to be composed of the following: City Mayor or his duly authorized representative; Vice Mayor or his duly authorized representative; City Council Secretary Barangay Operations Center Representative City Budget Officer; City Accountant DILG Pagadian City Field Office Director B. Function of Technical Working Group - Individuals participating in this group are expected to have the time and interest-to provide valuable input and technical assistance-and commitment to participate in the production of deliverables assigned to the group. SECTION 5. ANNUAL APPROPRIATION. - The amount of One Million (P1,000,000.00) Pesos shall be appropriated every year for the annual implementation of Barangay Seal of Good Housekeeping. Initially, the amount shall be taken from Account Code 17R-1000-1, Barangay Administration Fund Towards the Development of Peoples Capacitation, and the use of which shall be in accordance with existing accounting and auditing rules and regulations. SECTION 6. The Liga ng mga Barangay and Barangay Operations Center are hereby tasked to efficiently disseminate this Ordinance at the soonest possible time to the fifty four (54) Barangays of Pagadian City after its adoption and approval. SECTION 7. IMPLEMENTING RULES & REGULATIONS - Within sixty (60) days from the approval of this ordinance, the Technical Working Group shall formulate and issue the appropriate rules and regulations necessary for the effective and efficient implementation of this ordinance. SECTION 8. EFECTIVITY - This ordinance shall take effect immediately upon its approval. ENACTED AND APPROVED by the 12th City Council of Pagadian City during its 28th Regular Session held on 16 March 2017 at the Sangguniang Panlungsod Session Hall, Pagadian City.
