Asugas "AN ORDINANCE INSTITUTIONALIZING THE PROVISION IN THE ANNUAL BUDGET OF THE CITY OF PAGADIAN A YEARLY APPROPRIATION FOR THE IMPLEMENTATION OF A COMMUNITY BASED PROGRAM FOR SPECIAL CHILDREN IN THE AMOUNT OF NOT LESS THAN ONE HUNDRED THOUSAND (P100, 000.00) PESOS" Be it ordained by the Sangguniang Panlungsod (12th City Council) of Pagadian City in session assembled that: Section 1. TITLE. - This Ordinance shall known by its title of: "An Ordinance Institutionalizing the Provision under the Budget an Appropriation for the Implementation of a Community Based Program for Special Children in the Yearly Amount of not less than One Hundred Thousand (P100, 000.00) Pesos". Section 2. PURPOSE. - Consistent with constitutional mandates, this Ordinance is enacted to promote and support the educational formation and the physical, mental and emotional development of children with special needs, the underprivileged and victims of neglect, abuse, cruelty, exploitation and discrimination and such other conditions prejudicial to their growth and welfare. Section 3. APPROPRIATION. - The sum of not less than One Hundred Thousand (P100,000.00) Pesos shall be regularly provided in the Annual Budget of the City Government purposely to finance such programs and projects specifically for the welfare of children with special needs and which amount will be appropriately identified under the program allocation for the Local Council for the Protection of Children (LCPC). Section 4. FUND USE. - The use of the amount annually provided, while the City Government shall not have established an operational facility and amenity to implement the institutional care of the target beneficiaries, may be extended in the form of assistance to the Hangop Kabataan Foundation, Incorporated-an accredited Non-Government Organization operating in the city, and such other organizations/institutions with similar advocacies that may be qualified as partner of the City Government in the pursuit of its programs for children with special needs. Section 5. DISBURSEMENT OF FINANCIAL ASSISTANCE TO RECOGNIZED NON-GOVERNMENT ORGANIZATIONS (NGOs). - a) All funds that shall be expended in the form of financial assistance or grants to Non-Government Organizations that may hereafter be qualified to assist in implementing and pursuing the City Government's Community Based Program for Children with Special Needs shall only be released subject to the formulation of a Memorandum of Agreement. A financial assistance of One Hundred Thousand (P100,000.00) Pesos shall be annually extended to the Hangop Kabataan Foundation, Incorporated-one of the accredited local institutions specifically implementing a community-based program for underprivileged children with special needs. The grant of fund assistance to any and all Non-Government Organizations (NGOs) implementing similar programs shall be considered on a case to case basis after recognition, accreditation and evaluation of the capability of such institutions by the City Government. Section 6. EFFECTIVITY. - This Ordinance shall take effect immediately upon its approval.
