ORDINANCE NO: 2011-326 "AN ORDINANCE CREATING VARIOUS PERSONNEL POSITIONS IN SPECIFIED DEPARTMENT/OFFICES WITHIN THE CITY GOVERNMENT; DEFINING THE FUNCTIONS, DUTIES AND RESPONSIBILITIES FOR EACH OF THESE POSITIONS; AND FOR OTHER PURPOSES" Be it ordained by the Sangguniang Panlungsod (10th City Council) of Pagadian City in session assembled that: Section 1. - Additional personnel positions are hereby created and added to the current Personnel Schedule of the hereunder enumerated departments/offices of the City Government of Pagadian and these positions shall be invested with functions, duties and responsibilities as enumerated and detailed thereinafter, to wit: In the City Health Office: Position Title: NURSE V, Salary Grade 20 Duties and Functions: Supervises 22 field health workers, midwives, public health nurses; Monitors the implementation of health programs at the different barangay health centers; Conducts in service trainings, seminars, lectures to midwives, nurses, nursing attendants & other health personnel; Acts as statistician in the office; and Designated Program Coordinator on NTP & EPI Program. Position Title: PHARMACIST V, Salary Grade 20 Duties and Functions: Verifies the operation of all drugstores within the city; Supervises the operation of all Botika ng Barangay within the city; Dispenses medicines to out-patients during consultations at the City Health Office; Dispenses medicines to patients during Medical Dental Outreach; and Verifies the implementation of Sanitation Laws. Under the Office of the City Agriculturist: Crops Division Position Title: AGRICULTURIST II, Salary Grade 15 Fisheries Division Position Title: AGRICULTURIST II, Salary Grade 15 Institutional Division Position Title: AGRICULTURIST II, Salary Grade 15 Research Division Position Title: AGRICULTURIST II, Salary Grade 15 Duties, functions and responsibilities common to the above-specified positions: Assist the Agricultural Technologists/Agricultural Technicians in the dissemination of agricultural information to farmers, fishermen, rural women and youth through farm and home visits or the conduct of demonstrations on improved farm practices, upgrading of livestock, improved nutrition fishing and aquatic resource management and management practices; Supervise the Agricultural Technologists/Agricultural Technicians in their respective divisions in the conduct of home and farm surveys to gather data which will be used in updating the economic profile necessary in formulating plans and programs; Supervise the Agricultural Technologists/Agricultural Technicians in the conduct of applied research; Identify and develop agri-business projects and recommend cooperative marketing strategies to enable farmers/fishermen and other clientele to secure loan and/or funding assistance; Supervise Agricultural Technologists/Agricultural Technicians in the implementation of agricultural program and projects; Do periodic consultation with higher supervisor and evaluate significant problems encountered in the implementation of various projects; Assist the Agricultural Technologist/Agricultural Technicians in strengthening rural-based organizations as well as in the conduct of monthly meetings and/or classes for agricultural organizations, such as but not limited to: small farmers association, fishermen's association, Rural Improvement Clubs (RICs) and 4-H Clubs; and Do other related work as may be required. Under the Public Employment Services Division, Office of the City Mayor: Five (5) - Position Title: PROCESS SERVER, Salary Grade 5 Duties and Functions: Receive jobseekers; Perform employment facilitation process such as registration, preliminary interview, matching, referral & follow up with employers regarding employment referrals; Conduct job hunting skills training for job seekers to give them information about the proper way to look for job vacancies as well as other Labor Market Information & to market themselves to employers; Ensure jobseekers readiness towards employer's interview & eventual placement; Maintain filing system for active, inactive & pending applications; Provide and submit monthly reports for easier monitoring of movement of on-file applicants; and Establish good rapport of linkage with companies to be able to have an easy access to them in terms of job vacancy assistance & referrals/placements. Two (2) - Position Title: ADMINISTRATIVE AIDE III (Utility Worker II), Salary Grade 3 Duties and Functions: Under general supervision, maintains the cleanliness of the office; Takes care of messengerial and other utility works in the office; Does other related work as required. Position Title: BOOKBINDER II, Salary Grade 4 Duties and Functions: Under general supervision, maintains documents such as Skills Registry System forms and documents submitted by applicants. Does reference and other related work as required. Position Title: ADMINISTRATIVE AIDE II (Messenger), Salary Grade 2 Duties and Functions: Under general supervision, follows up payroll and other claims of the Office; Dispatches messages/communications to concerned offices; Does other related work as required. Under the Office of the Secretary to the Sanggunian: Archives, Records Retrieval/Reproduction Staff: Position Title: ADMINISTRATIVE AIDE VI (Data Controller), Salary Grade 6 Duties & Functions: Under general supervision, digitally encodes/inputs legislative data and information; Assists the Records Officer in establishing, maintaining, managing and safekeeping of digitally processed records in appropriate storage media; and Does other related work as required. Administrative Staff: Position Title: ADMINISTRATIVE AIDE III (Clerk I), Salary Grade 3 Duties & Functions: Under general supervision, undertakes general administrative work in the office which duties shall include but not limited to the preparation and encoding of payrolls, vouchers, leave applications, reports, etc.; Assist in the encoding of the drafts of correspondence, memoranda, office orders, and proposed ordinances and/or resolutions; and Does other related work as required. Section 2. - As basis in the appointment of personnel, the basic requirements for Education, Eligibility and Work Experience for each of the above-created positions shall be determined with reference to the existing Position Classification and Pay Plan of the Civil Service Commission. Section 3. - This Ordinance shall take effect immediately upon its approval.
