ORDINANCE NO: 2011-320 "AN ORDINANCE CREATING THE PAGADIAN EMPLOYMENT SERVICES OFFICE (PESO) AS A DIVISION UNDER THE CITY MAYOR'S OFFICE; PROVIDING ITS PERSONNEL COMPLEMENT; DEFINING ITS DUTIES, FUNCTIONS AND RESPONSIBILITIES; AND FOR OTHER PURPOSES'' Be it ordained by the Sangguniang Panlungsod (10th City Council) of Pagadian City in session assembled that; Section 1. - CREATION. There is hereby created, under the Office of the City Mayor, the Pagadian Employment Services Office that shall be primarily responsible for the herein functions, to wit: a) Serve as the referral and information center for the different employment opportunities in the city and outside both in the public and private sectors. b) Provide a venue where job seekers could explore simultaneously with various employment options and actually seek assistance. Undertake skills and enhancement training in coordination with the Technical Education and Skills Development Authority (TESDA), the Department of Labor and Employment (DOLE), the Philippine Overseas Employment Administration (POEA), the Department of Agriculture (DA), the Department of Trade and Industry (DTI), the Department of Tourism (DOT), the Pagadian Chamber of Commerce and Industry (PCCI) and other government agencies and non-government organizations which have programs to develop the human resources. Coordinate with the various employers in the city, and establish linkage with those outside of the city, for the submission on a regular basis the list of job vacancies in their respective establishments in order to facilitate the exchange of information between employers and job seekers and recruitment assistance to employers. Develop and administer, in coordination with the Department of Labor and Employment, testing and evaluation instruments for effective job selection, training and counselling. Provide employment counselling, career guidance, and value development activities. Conduct job fairs and livelihood bazaars in coordination with employers and financial institutions. Section 2. - Personnel Complement; Duties and Responsibilities. The Pagadian Employment Services Office shall be manned and operated by personnel with the herein specified position titles with the following qualifications, duties and responsibilities to wit: 1) Supervising Labor and Employment Officer, Salary Grade 22 Under general supervision, develops and administers testing and evalutation instruments for effective job selection, training and counselling; Coordinates with the various employers in the city, and establishes linkage with other line agencies, for submission on regular basis list of job vacancies in their establishments in order to facililate the exchange of information between employers and job seekers and recruitment assistance to employers; Provides employment counselling, career guidance, and value development activities; Conducts job fairs and livelihood bazaars in coordination with employers and financial institutions. Does other duties and functions that may be assigned by the City Mayor. 2) Administrative Officer II, Salary Grade 11 Under general supervision, takes charge in the administrative and clerical works in the office; Prepares vouchers, payrolls, application for leave and other personnel services of the PESO; Prepares correspondence, monthly reports, etc; Does other related work as required. 3) Administrative Aide III (Driver I), Salary Grade 3 Under general supervision, operates and drives the vehicle assigned in the PESO; Keeps and maintains the vehicle operating in good running condition; Does other related work as required. Labor Market Information/Counseling Section 4) Administrative Officer V (Information Officer III), Salary Grade 18 Under general supervision, provides information and research data in support for the program in coordination with the other employment office, i.e. list of vacancies, job selection, recruitment assistance, training and counselling; Does other related work as required. 5) Administrative Officer II (Information Officer I), Salary Grade 11 Under general supervision, assists the information officer in providing the information and research data in support for the programs in coordination with the other employment Office, i.e. job selection, recruitment assistance, training and counselling; Does other related work as required. Evaluation and Placement Section 6) Labor and Employment Officer III, Salary Grade 16 Under general supervision, assists in the developing and administering the test and evaluation instruments for effective job selection, training and counselling; Assists in coordinating with the various employers in the city, and establishes linkage with other line agencies, for submission on regular basis list of job vacancies in their establishments in order to facilitate the exchange of information between employers and job seekers and recruitment assistance to employers; Does other related work as required. 7) Labor and Employment Assistant, Salary Grade 8 Under general supervision, assists in the developing and administering the test and evaluation intruments for effective job selection, training and counselling; Assists the Labor and Employment Officer in providing employment counselling, career guidance, value development activities: Does other related works as required. SECTION 3. FUNDING. The funding requirement for any or all of the personnel positions above-created may be provided in an appropriation ordinance that may subsequently be passed. The appropriations for Calendar Year 2012 and beyond shall be incorporated in the Executive Budget of every year. SECTION 4. EFFECTIVITY. This Ordinance shall take effect upon its approval. ENACTED AND APPROVED by the Sangguniang Panlungsod (10th City Council) of Pagadian City on its 41ST Regular Session held on July 19, 2011 at the Sangguniang Panlungsod Session Hall.
