"AN ORDINANCE CREATING THE TWO POSITIONS OF LOCAL REVENUE COLLECTION OFFICER 1, SALARY GRADE 11/1, UNDER THE EXAMINATION DIVISION AND LICENSE DIVISION, IN THE OFFICE OF THE CITY TREASURER, DEFINING THEIR DUTIES AND FUNCTIONS"  

Be it ordained by the Sangguniang Panlungsod (9th City Council) of Pagadian City in session assembled that:

SECTION 1. - Creation. There is hereby created the positions of two (2) Local Revenue Collection Officer 1, Salary Grade 11/1, under the Examination Division and License Division, of the Office of the City Treasurer, which shall be invested with the corresponding primary duties, functions and responsibilities, viz:

EXAMINATION DIVISION 
Local Revenue Collection Officer 1, SG-11/1 
Under general supervision, supervises the staff under the Examination Division;
Maintains the records of the examined documents, materials and supplies and equipments;
Reviews and initials collection letters, correspondences for correctness and accuracy that are intended for mailing and for special campaign unit;
Submits monthly and annual reports for the City Treasurer and to the Department of Finance;
Does other related duties.

BUSINESS LICENSE AND FEES COLLECTION DIVISION
Local Revenue Collection Officer 1, SG-11/1 
Under general supervision, supervises the staff under the Business License and Collection Division that are engaged in revenue collection;
Maintains the records of the business licenses, materials and supplies and equipments;
Reviews and initials collection letters, correspondences for correctness and accuracy that are intended for mailing and for special campaign unit;
Checks daily the revenue collection clerks in their collections that are turned-over to the cashier;
Submits monthly and annual reports for the City Treasurer and to the Department of Finance;
Does other related work as required.

SECTION 2. - Qualifications. The basic requirements on education, work experience, training and eligibility for the herein created position shall be governed by applicable policies, guidelines, rules and regulations of the Civil Service Commission pertinent thereto.

SECTION 5. - Appropriation. To initially fund the above-created positions, the amount of Twenty-Four Thousand Two Hundred Twenty-Two (P24,222.00) Pesos shall be taken from the vacant and funded positions in the Office of the City Treasurer particularly Item No. 30, LRCO-11, SG-15/2; Item No. 67, RCC-1, SG-5/1; Item No. 66, RCC-1, SG-5/1, covering the period December 1-31, 2009, and thereafter the salaries thereof shall be provided for in the Annual Budget of the Office of the City Treasurer for the ensuing year.

SECTION 4. - Effectivity. This Ordinance shall take effect upon approval.
ENACTED AND APPROVED by the 9th City Council of Pagadian City during its 108th Regular Session held on December 8, 2009 at the Sangguniang Panlungsod Session Hall.
