ORDINANCE NO: 2009-296 (Sponsor: Committee on Good Government, Ethics & Civil Service) "AN ORDINANCE CREATING THE THREE (3) POSITIONS OF ENGINEER 1, SALARY GRADE 12, UNDER THE PLANNING DESIGN AND PROGRAMMING DIVISON; CONSTRUCTION DIVISION; FIELD INSPECTION SECTION, ALL OF THE OFFICE OF THE CITY ENGINEER, THIS CITY AND PROVIDING FUNDS THEREFOR" Be it ordained by the Sangguniang Panlungsod (9th City Council) of Pagadian City in session assembled that: SECTION 1. - Creation. There is hereby created the positions of three (3) Engineer 1, Salary Grade 12, under the Planning Design and Programming Division; Construction Division and Field Inspection Section, Office of the City Engineer, which shall be invested with the corresponding primary duties, functions and responsibilities, viz: Engineer 1 (Planning & Design Division): Under general supervision, assists in the conduct of preliminary engineering activities prior to the design of projects to be undertaken by the City Government; Assists in the design and preparation of plans, programs of work and cost estimate of projects for implementation; Inspects, monitors implementation of projects in accordance with the plans and specifications; Does other related works as needed. Engineer 1 (Construction Division): Under general supervision, assists in the implementation of various construction projects undertaken by contract and by administration and monitors adherence to plans and specifications; Assists in the preparation of project billings of projects undertaken by contract; Supervises laborers assigned to projects undertaken by administration; Assists in the preparation of monthly reports of projects, annual accomplishment reports and other related reports; Prepares field requisitions of material requirements of projects undertaken by administration; Does other related work as required. Engineer 1 (Field Inspection Division): Under general supervision, assists in the implementation of construction project undertaken by the office; Prepares work assignments of personnel/laborers in relation to the construction, improvement, repair of city and barangay roads/alleys, bridges, flood control projects and the like; Monitors and inspects projects implemented both construction and maintenance whether by contract or by administration, and prepares progress reports and submits findings and recommendations on deficiencies noted in the projects; Prepares reports of projects as required from time to time; Does other related works as need arises. SECTION 2. - Qualifications. The basic requirements on education, work experience, training and eligibility for the herein created positions shall be governed by applicable policies, guidelines, rules and regulations of the Civil Service Commission pertinent thereto. SECTION 3. - Fund Allocation. To initially fund the position, the total amount of Four Hundred Sixty Two Thousand and Sixty Two (P462,062.00) Pesos is reverted from the personal services appropriation of Item No. 59- Automotive Equipment Inspector II- P145,332.00; Item No. 34- Engineering Assistant- P120,132.00; Item No. 35- Draftsman I- P104,928.00; and Item No. 53- Engineering Assistant- P120,132.00 and thereafter appropriated for the salary and other benefits attached thereto effective upon approval. The succeeding year's appropriations shall then be correspondingly provided for under the budget of the office. SECTION 4. - Effectivity. This Ordinance shall take effect upon approval.
