AN ORDINANCE CREATING THE PAGADIAN REGIONAL CENTER MANAGEMENT AND COORDINATING OFFICE (PRC-MCO) UNDER THE OFFICE OF THE CITY MAYOR, DEFINING ITS DUTIES, FUNCTIONS AND RESPONSIBILITIES PROVIDING ITS PERSONNEL COMPLEMENT AND THEIR FUNCTIONS, AND FUNDS FOR THE OPERATION THEREOF

ORDINANCE NO: 2007-263

"AN ORDINANCE CREATING THE PAGADIAN REGIONAL CENTER MANAGEMENT AND COORDINATING OFFICE (PRC-MCO) UNDER THE OFFICE OF THE CITY MAYOR, DEFINING ITS DUTIES, FUNCTIONS AND RESPONSIBILITIES PROVIDING ITS PERSONNEL COMPLEMENT AND THEIR FUNCTIONS, AND FUNDS FOR THE OPERATION THEREOF"

Be it ordained by the Sangguniang Panlungsod (9TH City Council) of the City of Pagadian in session assembled, that:

SECTION 1. - CREATION. There is hereby created under the Office of the City Mayor an appendant office which shall hereafter be known as the Pagadian Regional Center Management and Coordinating Office or PRC-MCO.

SECTION 2. - PURPOSE. The creation of the PRC-MCO shall be guided by the following operative principles and purposes:

As a general principle, to institutionalize the PRC-MCO as a special office whose primary task is to expedite and oversee the orderly and efficient implementation of Executive Order No. 429 and such other subsequent issuances appurtenant to the transfer of the regional center in Region IX from Zamboanga City to Pagadian City.

To ensure that all transitory and preparatory measures are formulated and vigorously effected for the orderly transfer of all concerned agencies, bureaus and instrumentalities of the national government.

To properly coordinate and integrate all activities related to the establishment and development of the Regional Center in Pagadian City.

To provide secretarial and technical support to the policy-making bodies to be created for the purpose hereof.

To coordinate and monitor the availment and disbursement of funds channeled for the execution of E.O. 429 and MC-75.

SECTION 3. - DUTIES, FUNCTIONS AND RESPONSIBILITIES OF THE PRC-MCO.

	The PRC-MCO shall perform the following duties, functions and responsibilities;
Primarily works for, and oversee, the transfer of the Government Regional Center in Region IX from Zamboanga City to Pagadian City and in line thereto, shall communicate, if necessary through personal representations with the Office of the President and/or with the concerned national government agencies;

Prepare all documentary requisites, particularly an updated profile of the City, containing therein, among others, all relevant data on available public facilities (water, power, ports, communications, etc.) projects and programs and future developments for the submission of the same to all concerned agencies;

Studies and identifies areas, locations, and/or buildings public or private, which are suitable for occupancy by regional government offices taking into consideration the amenities thereon;

Acts and serves as liaison office between the City of Pagadian and the concerned Regional Government Offices;

Updates the public through the local media, on the progress/development appurtenant to such transfer as well as to appeal for their support and cooperation especially the business sector;

Formulates contingency plans and measures transitory to such transfer and to ensure that the same are properly carried out should the need arise;

Reviews, evaluates and assesses from time to time the progress of all activities relative thereto, hence, regular meetings shall be held for the purpose;

Performs other attendant functions which the office may find and deem necessary for the attainment of its purpose;

Continuously monitors the development of the transfer before, during and after actual transfer of regional offices.

SECTION 4. - ORGANIZATIONAL COMPOSITION. The PRC-MCO shall be managed and operated by the following personnel to be appointed/designated or detailed by the City Mayor and whose functions are hereby enumerated;

I - City Department Head 1 (Executive Director)

directs, checks and supervises the office function implementation;
initiates broader steps/mechanisms to share the smooth implementation of the Regional Transfer;
promotes team building and camaraderie of office personnel;
brings about pro-active measures to capture promotion technique in making Pagadian City a truly developed Regional Center of Western Mindanao;
coordinates with Regional Offices the establishment and development of the Regional Offices;
provides secretariat and technical support to every meetings conducted by the organized policy making body.

II - Administrative/Finance/Records/Legal Division
Administrative Officer III
receives, coordinates, assists any Regional Director or its representatives that will transact for the regional transfer;
keeps daily time records of staff;
keeps records of all memos, circulars, Executive Orders, letters, communications;
coordinates with Legal Office for any legal advices needed in the implementation of regional transfer;
prepares financial plans, work plans, procurement plans for the office;
prepares payrolls, vouchers, and other payments that should be paid by the office;
responsible for the procurement, keeping and maintenance of logistics assigned to the office.

Administrative Assistant I
assist the Administrative Officer in all his functions and duties;
assist the monitoring and evaluation section in the updates and verification of data;
assist in the research division of the office.

Driver/Property Custodian
official service driver to the PRC-MCO Executive Director and staff in their call for official duties;
key person for the office upkeep and enforce ecological solid waste management in the office;
keeps and maintains the service vehicle in good condition.

III - IMS/Documentation/Communications Division (Information Management Officer III)
takes notes on proceedings during every meeting that concerns the implementation of the regional transfer;
prepares communications/invitations to every scheduled meetings;
prepares drafts of memos, circulars, executive orders, for the operation of the office;
keeps all information intact and makes it ready when needed in electronic and hard copy.

IV - Research/Marketing Division (Economist III)
prepares/researches utilities readiness for regional transfer like water, light, telecommunication, transportation and prepares projection;
prepares/research on food security considering the influx of population and prepares projection;
prepares research on peace and security;
prepares research on accommodation facilities like hotels, shopping malls, market;
coordinates with other agencies on the concerns of regional transfer;
if possible, recommends the matching of regional offices to any vacant spaces commensurate to their needs;
prepares marketing plan and strategy for the private and business sector to support in the regional transfer;
prepares brochures as one of the tools in attracting investors to invest in Pagadian City.

V - Technical Planning and Support
Project Development Officer III
prepares drafts on technical engineering plans for the regional center area in consonance with the policy standards;
prepares maps of the expansion of the regional center area;
prepares Pagadian City Map indicating its accessibility, distance to nearby cities;
conducts survey and relocation of lots to be occupied by interested parties;
supervise and monitor any improvements and constructions (whether horizontal or vertical) introduced to the regional center area if it conforms to policy standards.
	
Project Development Assistant
assists the technical services officer in his functions and duties;

VI - Monitoring and Evaluation Division
Project Evaluation Officer III
1. updates data on vacant office spaces for lease, residential houses for lease;
updates data on available subdivision lots for sale or for rent;
verify and inquire any foreclosed lots from banks and buildings for sale and prepares database;
regularly evaluate and monitor the stay of the Regional Offices and its employees;
prepares all needed evaluation survey instruments, database and interpret;
presents/discuss evaluation results;
regularly update the survey instruments to suit to the needs of the time;
makes recommendation to improve what was the subject of evaluation.

Project Evaluation Assistant
assists in the survey of vacant spaces for lease, residential houses for lease;
assists in the updates of database on rentable buildings, foreclosed lots and buildings;
assists the Project Evaluation Officer in his functions and duties.

SECTION 5. - In order to make the PRC-MCO operational, there shall be allocated a total initial operational fund of Twenty-Five Million (P25-Million) Pesos, Fifteen Million (P15-Million) Pesos of which to be provided by the City Government of Pagadian while the remaining Ten-Million (P10-Million) Pesos to be provided by the National Government through the Department of Budget and Management under the Bridging Fund as budgetary support.

SECTION 6. - This Ordinance shall take effect immediately upon its approval.

ENACTED AND APPROVED by the Sangguniang Panlungsod (9th City Council) of Pagadian City during its 14th Regular Session held on November 6, 2007 at the Sangguniang Panlungsod Session Hall.
