AN ORDINANCE PROVIDING FOR THE CREATION OF THE CITY ECONOMIC ENTERPRISES DEPARTMENT; AND OF THE POSITIONS OF ONE (1) CITY GOVERNMENT DEPARTMENT HEAD I (ECONOMIC ENTERPRISES OFFICER), SALARY GRADE 25, ONE (1) EXECUTIVE ASSISTANT II, SALARY GRADE 17, ONE (1) ADMINISTRATIVE ASSISTANT II, SALARY GRADE 8, ONE (1) ADMINISTRATIVE AIDE III, SALARY GRADE III; AND ONE (1) ADMINISTRATIVE AIDE I, SALARY GRADE I; DEFINING THE COMPOSITION AND FUNCTIONAL RESPONSIBILITIES OF THE DEPARTMENT; AND SETTING THE QUALIFICATIONS, DUTIES AND RESPONSIBILITIES OF THE CREATED POSITIONS

ORDINANCE NO: 2004-243

"AN ORDINANCE PROVIDING FOR THE CREATION OF THE CITY ECONOMIC ENTERPRISES DEPARTMENT; AND OF THE POSITIONS OF ONE (1) CITY GOVERNMENT DEPARTMENT HEAD I (ECONOMIC ENTERPRISES OFFICER), SALARY GRADE 25, ONE (1) EXECUTIVE ASSISTANT II, SALARY GRADE 17, ONE (1) ADMINISTRATIVE ASSISTANT II, SALARY GRADE 8, ONE (1) ADMINISTRATIVE AIDE III, SALARY GRADE III; AND ONE (1) ADMINISTRATIVE AIDE I, SALARY GRADE I; DEFINING THE COMPOSITION AND FUNCTIONAL RESPONSIBILITIES OF THE DEPARTMENT; AND SETTING THE QUALIFICATIONS, DUTIES AND RESPONSIBILITIES OF THE CREATED POSITIONS"

	Be it ordained by the Sangguniang Panlungsod (8th City Council) of the City of Pagadian, in session assembled, to wit:

	SECTION 1. Creation of the Department.  In order to bring about a coherent and effective management of the city's various economic enterprises thereby transforming them into genuine profit centers contributing substantially to the city's local revenues, a CITY ECONOMIC ENTERPRISES DEPARTMENT is hereby created.

	SECTION 2. Organizational Components.  The department shall consist of all existing and future economic enterprises, and for this purpose the administration, supervision, maintenance and control of the City's Public Market, Slaughterhouse, Integrated Bus Terminal and Motorpool are hereby transferred to the City Economic Enterprises Department.
	
SECTION 3. Functional Responsibilities. The City Economic Enterprises Department shall operate like a private and profit-driven enterprise within the limits prescribed by the Local Government Code, Civil Service Commission, and Commission on Audit, and shall endeavor to:

deliver the most effective, timely and cost-efficient service to its direct customers (e.g. stall leaseholders, bus companies, meat dealers, etc.) and to the general public which use the facilities of the component economic enterprises;
collect all fees, rents, etc., due from its direct customers; and
realize optimum margins from its operation.

SECTION 4. Creation Of Positions.  There shall be created the positions of:

One (1) City Government Department Head I (Economic Enterprises Officer), Salary Grade 25;
One (1) Executive Assistant II, Salary Grade 17;
One (1) Administrative Assistant II, Salary Grade 8;
One (1) Administrative Aide III, Salary Grade 3;
One (1) Administrative Aide I, Salary Grade 1.

SECTION 5. Qualifications. The qualifications of the appointees to the positions enumerated in Section 4 shall be as follows:

City Government Department Head I (Economic Enterprises Officer), Salary Grade 25.

Education:	Bachelor's degree preferably in business, engineering, liberal arts, public administration, accountancy or related course from a recognized college or university.

Training:	Leadership and management, management by results, effective supervisory management, strategy formulation and planning and control or other training programs appropriate to the position.

Eligibility:	First grade civil service eligibility or its equivalent.

Experience:	Five (5) to ten (10) years experience in a position equivalent, at least, to that of the city's head of division in a public or private profit-oriented, or in a non-profit private or governmental institution provided, that the responsibilities of the position held are appropriate to the position to be filled.

Track record:	Record of outstanding performance in previous position(s) held, particularly in achieving quantitative and qualitative goals

Other qualification:	good moral character; strong leadership qualities; service-and results oriented

2. Executive Assistant II, Salary Grade 17

Education:	Bachelor's degree in economics, business, public administration, accountancy or related course from a recognized college or university.

Training:	Management Information System, Information Technology, computer literacy, supervisory management or other training programs appropriate to the position.

Eligibility:	First grade civil service eligibility or its equivalent.

Experience:	One (1) to three (3) years experience in work assignments involving business planning, performance monitoring and supervisory management.

For the other positions in the Office of the Economic Enterprises Officer, the City's existing qualifications standards as administered by the Human Resources Division shall apply.

SECTION 6. Duties and Responsibilities.

City Government Department Head I (Economic Enterprises Officer), Salary Grade 25.
prepares the annual quantitative and qualitative targets of his   department for approval of the City Mayor.
formulates plans, programs and strategies to realize the annual targets.
allocates the approved targets to the divisions/units of his department.
directly supervises, and coordinates the work of, the heads of the following divisions/units: public market, slaughterhouse, integrated bus terminal, motorpool and other economic enterprises which may be established in the future to ensure attainment of objectives, particularly their annual quantitative and qualitative targets.
Enforces, through the heads of the divisions/units under his supervision, all ordinances pertinent to the operation of all economic enterprises.
Performs such other duties as maybe assigned by the City Mayor from time to time.

2. Executive Assistant II, Salary Grade 17
administers the data base and management information system of the department.
Collates/consolidates the business plans of the divisions and units of the department and submits the same to the Economic Enterprises Officer.
Collates/consolidates the performance reports of the divisions and units of the department and submits the same to the Economic Enterprises Officer.
Performs such other duties as may be assigned to him by the Economic Enterprises Officer from time to time.

3. Administrative Assistant II, Salary Grade 8
assists in giving work assignments to subordinate personnel performing administrative and support functions.
Files and acts as custodian of all office files and records.
Prepares memos and correspondence for internal and external release upon instructions of his supervisor.
Deals with and entertains callers and attends to their needs within parameters set by his supervisor.
Prepares payroll and vouchers for the department
Performs such other duties as may be assigned to him by the Economic Enterprises Officer from time to time.

Administrative Aide III, Salary Grade 3
acts as official driver of the department
performs such duties as are normally and regularly assigned to his position.
	
5. Administrative Aide I, Salary Grade 1
a)	attends to the cleanliness, orderliness and ambience of the office of the Economic Enterprises Officer.
b) performs such duties as are normally and regularly assigned to this positions.

	SECTION 7. Audit and Restructuring.  Upon appointment of and assumption of office of the Economic Enterprises Officer, the City Mayor shall cause the conduct of an operations and management audit of all existing economic enterprises to determine their strengths and weaknesses and to formulate recommendations that shall serve as basis for expanding, modifying or collapsing their organizational structures. Such restructuring shall be effected through an appropriate ordinance.

	SECTION 8. Linkages. The functional support of other departments, such as Treasury, General Services and Veterinary Services, shall continue until such time when, through an appropriate ordinance, changes shall be made.

	SECTION 9. Appropriation. Appropriations for operating and capital expenditures for the existing economic enterprises for CY 2005 shall be considered transferred to the Economic Enterprises Department. Amounts needed for the remuneration of the Economic Enterprises Officer and for operating expenses of his office shall be taken from savings from the transferred budget. The positions in the Office of the Economic Enterprises Officer shall be temporarily filled through designations in temporary capacity of personnel from the economic enterprise units or other offices of the city government. For Fiscal/Calendar Year 2006, the Economic Enterprises Department shall propose a budget for operational expenses and capital outlay that shall be consistent with its mandate.

	SECTION 10. Repealing Clause.  All existing ordinances inconsistent herewith are deemed repealed or amended accordingly.

	SECTION 11. Effectivity.  This ordinance shall take effect immediately upon its approval.
	
ENACTED AND APPROVED by the Sangguniang Panlungsod (8th City Council) of Pagadian City on its 2nd Special Session held on December 16, 2004 at the Sangguniang Panlungsod Session Hall.
